Especially in Binh Lieu district with a long border, smuggling activities become more complicated. To proactively fight and prevent, state management agencies and functional forces in the district actively deploy many solutions.

According to the assessment of Steering Committee 389 of Binh Lieu district, from the beginning of 2024 until now, illegal trafficking activities in the area have been controlled, with no hot spots or complications; however, illegal transportation of goods on the border is still taking place. Smugglers take advantage of the rugged, complicated terrain, darkness, and sparsely populated areas to hire ethnic minorities residing in border areas with difficult economic circumstances and limited legal awareness to participate in transporting goods across the border to hide in their houses, gardens, etc., then wait for a favorable opportunity to transport them inland for consumption. However, the cases have a small quantity of goods, the value of the goods is not large, mainly goods serving the daily needs of residents in the area.

To continue to effectively combat smuggling and illegal transportation of goods across the border, especially at the end of the year, the District Steering Committee 389 has promptly developed a plan and a plan to combat the situation, aiming to manage the area well and prevent the formation of hot spots. It assigns specific tasks and areas to each locality and member unit of the Steering Committee, along with promoting the responsibility of the leader. At the same time, it propagates in many forms the harmful effects of smuggling and illegal transportation of goods across the border... Following the direction of the district, the member sectors of the District Steering Committee 389 have proactively coordinated to patrol and set up checkpoints on routes that are likely to transport goods illegally across the border; strictly manage the buying and selling and exchanging of goods by border residents through trails and openings...

Notably, the Hoanh Mo Border Gate Customs Branch has strengthened professional measures, collected information, patrolled, controlled, and proactively grasped the local situation to promptly detect, arrest, and strictly handle acts of smuggling, transporting smuggled goods, and prohibited goods across the border; not to form hot spots, gathering points, and storing smuggled goods and illegal goods in the area under its management. Mr. Do Hai Son, Deputy Head of the Branch, said: Along with patrolling and controlling, the Branch has promoted propaganda work, raising people's awareness of the methods and tricks of smugglers, so as not to be lured or enticed into committing illegal acts. The content and form of propaganda are built visually and vividly, mainly through images, associated with specific cases so that people can easily understand, remember, and implement.

On October 2, 2024, the Hoanh Mo Border Guard Station coordinated with the Provincial Border Guard Drug and Crime Prevention Task Force, the Hoanh Mo Border Guard Customs Sub-Department, and the Binh Lieu District Police to fight and arrest Chieu Chan Quay (born in 1972, residing in Sieng Long village, Quang Lam commune, Dam Ha district), seizing a truck with license plate 98A-02138, transporting 228 boxes of firecrackers, total weight 342kg.
