With flexible methods, suitable to local conditions, up to now, Binh Xuyen district has had more than 5,900 beneficiaries and social protection beneficiaries with bank accounts to pay non-cash benefits and policies, reaching more than 99%. Binh Xuyen district currently has nearly 6,000 people enjoying social security policies, including more than 1,900 people with revolutionary contributions and 4,042 social protection beneficiaries.
Implementing Plan No. 246 of the Provincial People's Committee on non-cash subsidy payment, the People's Committee of Binh Xuyen district has issued many documents directing implementation, including coordinating with the District Post Office , ViettinBank Binh Xuyen branch to organize communication conferences on non-cash payment of regimes and policies for people with revolutionary contributions and social protection beneficiaries in 13/13 communes and towns in the area; deploying account opening and guiding subjects to use accounts.
The District People's Committee directed communes and towns to propagate to people and beneficiaries of social security policies to agree on the process of converting the form of subsidy payment from cash to non-cash.
At first, the implementation of cashless payment for beneficiaries in Binh Xuyen district encountered some difficulties, because most of the beneficiaries were mainly the elderly, the disabled, and the disadvantaged, so access to the internet and the use of ATM cards were limited.
Furthermore, the subjects still do not really understand the benefits of paying through accounts, and are afraid of change. Some people who have contributed to the revolution do not have a phone number to register to open an account, and do not have relatives to authorize, so they have difficulty receiving money through accounts...
To overcome the above difficulties, Binh Xuyen district has deployed the collection and update of non-cash payment support account information of beneficiaries, from which, it has developed a plan to propose appropriate solutions and organized 10 peak days to implement digital transformation in non-cash social security policy payments in localities. Arrange a permanent department to support, exchange and answer questions of beneficiaries during the process of updating and withdrawing money through accounts.
Up to now, Binh Xuyen district has had more than 5,900 beneficiaries of social security policies opening bank accounts to serve non-cash payment, reaching more than 99%, ranking second in the province in implementing this task.
The district has also implemented cashless payments for some eligible subjects. This has received positive feedback and high appreciation from the people.
Mr. Tran Cao Hoa, Huong Canh town, who is receiving the policy for meritorious people, said: "Previously, I had to go to the post office to receive monthly allowance. However, since implementing cashless payments, on the scheduled date, I receive the allowance through my personal account without having to go to the post office to register and wait anymore. I am a war invalid and have difficulty traveling, so receiving allowance through my bank account is very practical."
Nguyen Tien Giang, Deputy Head of the Department of Labor, War Invalids and Social Affairs of Binh Xuyen district, said: Paying subsidies through bank accounts has contributed to ensuring timely, quick, public and transparent payments to beneficiaries; saving administrative costs in implementing social security policies; improving the capacity of officials and people's understanding of e -government .
Binh Xuyen district continues to promote the policy of paying social security benefits without using cash to the people, especially beneficiaries, to create consensus in the implementation process. Actively coordinate with relevant units to open accounts for the remaining beneficiaries, ensuring that 100% of beneficiaries have accounts.
