Recently, the Ministry of Public Security said that in addition to the work of preventing and combating corruption, waste, and negativity within the public security force, it has also strengthened the identification of many hot and complicated issues that are likely to arise, in order to better perform advisory and proactive work in this field.

Coordination with appraisal and asset valuation agencies is maintained regularly, promptly providing records and documents to speed up the progress of appraisal and asset valuation, meeting the requirements of investigation and handling of cases, especially important cases that are of special interest to public opinion.

The Ministry has also developed a mechanism to encourage organizations, agencies, businesses and people to participate in crime prevention, mobilize the strength of the people in crime prevention and control; protect whistleblowers and those who report corruption and negativity; and on the mechanism for handling evidence and assets that are temporarily seized, seized, or frozen during the investigation, prosecution, and trial process.

Closely coordinate with forces inside and outside the police force to organize investigations, prosecutions, and trials of criminals, ensuring the right people, the right crimes, and the right laws, and thoroughly recover lost and misappropriated assets in cases.

The Investigation Agencies have proactively identified many hot and complicated issues that are prone to corruption and negativity, resolutely applied many measures to combat, investigate, collect evidence, prove criminal acts, conclude investigations and propose prosecution and trial in accordance with reality and the law to deter and warn the general public according to the motto "focus on handling one case, warn an entire region, an entire field", "no forbidden areas, no exceptions".

In addition, the rate of detecting cases from professional work has increased, reducing dependence on the results of inspections, checks, and audits. Thereby, many major cases have been discovered, typically cases occurring at Thuan An, Phuc Son, Xuyen Viet Oil groups, etc.

According to the report of the Ministry of Public Security, from January 15 to October 14, 2024, the investigation agencies in the People's Public Security investigated 6,777 cases, 11,815 defendants for economic crimes, corruption, and negativity.

Of which, 3,496 new cases and 7,354 defendants were prosecuted; 3,882 cases and 8,265 defendants were completed and prosecuted; 2,410 cases and 3,261 defendants are currently under investigation.

Regarding cases and incidents under the supervision and direction of the Steering Committee: 22 cases and 605 defendants have been accepted and investigated; 12 cases and 486 defendants have been concluded for investigation; 10 cases and 119 defendants are currently under investigation.

The work of recovering assets during the investigation phase continues to receive attention, with many drastic measures being implemented, promptly freezing, seizing, and temporarily detaining many assets to serve the maximum recovery of assets for the State.

Typically, in the Xuyen Viet Oil case, over 1,100 billion VND, nearly 700,000 USD and many other valuable assets were temporarily seized, seized and frozen. In the Phuc Son case, the authorities recovered over 300 billion VND, nearly 2 million USD, over 1,400 land use right certificates and over 500 SJC gold bars...

In 2025 and the following years, the Central Party Committee of the Ministry of Public Security will focus on advising on better advisory work, perfecting legal institutions to strengthen the prevention and fight against corruption, waste, and negativity.

The Ministry identifies the work of preventing and combating corruption, waste and negativity as one of the top key tasks; considers the prevention and combat of waste as a fight against "internal invaders"; promptly takes specific measures to make the practice of thrift and the prevention and combat of waste a behavioral culture of cadres and soldiers, becoming "voluntary" and "conscious" like daily food and clothing.

In addition, the Ministry of Public Security continues to promote administrative reform, streamlining the apparatus, digital transformation, publicity and transparency in the operations of agencies and units, in which digital transformation plays an important role in contributing to preventing and combating corruption and negativity.

Speed up the progress and promptly conclude the investigation of major cases according to the Steering Committee's plan, cases related to officials and party members... to serve the political tasks of the Party and State and contribute to ensuring the stability and socio-economic development of the country.
