The Ministry of Public Security is seeking comments from agencies, organizations and individuals on the draft National Technical Regulation on Voice Biometrics and the draft National Technical Regulation on Iris Biometrics.
Voice acquisition process, recommendations for best iris recognition performance
In particular, the draft National Technical Regulation on Voice Biometrics clearly stipulates the conditions on age and voice status when collecting data. Citizens are first sampled from 6 years old, the next updates are done at the ages of 14-25, 25-40 and 40-60.
At the time of admission, citizens must commit to having no signs of abnormalities in voice, health and psychology, and sign a written commitment before carrying out the admission process.
The voice biometrics acquisition process consists of 7 steps:
- Citizens come to the collection location to request voice biometric information collection and present personal documents.
- The receiving officer will check and verify the citizen's information and print a confirmation form to voluntarily provide voice information, commit to the citizen's voice status for checking, sign and confirm, and clearly state the full name.
- The receiving officer collects the citizen's facial photo or fingerprint biometrics (to serve the authentication of citizen information at the Ministry of Public Security's identification management agency when the citizen requests to integrate voice biometric information into the Identification Database) and enters the citizen's basic information to create a voice biometrics collection profile.
- The receptionist guides citizens into the reception room.
- Citizens proceed to record according to the instructions of the receiving officer.
- Save the results. The recording system reports a "passed" voice result, the citizen finishes recording, the recording officer stores the citizen's voice according to storage regulations. The recording system reports a "failed" voice result, the citizen records again until it "passes". The citizen can request to listen to his recorded voice again (when needed).
- The receiving officer guides people out of the collection room and stores the results according to regulations.
For the draft National Technical Regulation on Iris Biometrics , the technical regulation states that to achieve the best iris recognition performance and interoperability, some recommendations should be followed as follows:
- The person taking the sample must ensure that they do not have any eye diseases that directly affect the iris sampling process.
- The sampler's head should be held almost vertical (not tilted to either side), so that a straight line drawn between the centers of the left and right irises is horizontal within ±10°.
- Excessive pupil dilation can affect image quality, so ambient lighting should be such that the pupil diameter is between 20 - 70% of the iris diameter.
- You should remove your glasses when taking photos (including contact lenses) to optimize image quality and minimize distortion.
Voice and iris biometric data are sensitive personal information
Notably, the draft standards of the Ministry of Public Security clearly state that voice and iris biometric data are sensitive personal information and must be strictly managed according to the provisions of law on personal data protection and network security.
The collection, processing, storage and sharing of voice and iris biometric data must comply with the principles of lawfulness, appropriateness of purpose, security and control of access.
Only agencies licensed or authorized by the Ministry of Public Security are allowed to collect voice and iris biometric data. The collection process must follow technical procedures and use equipment that meets standards.
Voice biometric information collected into the Identity Database must meet conditions such as the information created must ensure the legal value of the data message, ensure the unique identification of that citizen in the Identity Database...
Iris data is only shared in cases of appraisal requests from prosecution agencies, synchronization of the data system of the National Identity Database, the national biometric authentication system, professional units, and scientific research of the Ministry of Public Security when there are practical requirements...
