On October 7, the People's Committee of Da Nang City held a conference to review and continue the 90-day campaign to enrich and clean up the land database according to Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025 of the Ministry of Public Security and the Ministry of Agriculture and Environment.
The campaign takes place from September 1 to November 30 in Da Nang City, including all communes, wards and residential groups. The goal is to complete the land database to ensure the criteria of "correct - sufficient - clean - living - unified - shared", creating a foundation for e-government and improving the effectiveness of state management of land.
At the conference, the People's Committee of Da Nang City announced the decision to establish Steering Committee 515 headed by Vice Chairman of the People's Committee of Da Nang City Phan Thai Binh ; and at the same time announced Working Group 515 headed by Director of the Department of Agriculture and Environment Pham Nam Son.
Immediately after Plan 515 was issued, the City proactively developed Plan 104/KH-BCĐ515 with specific goals and roadmap within 90 days, clearly assigning responsibilities to each department, branch, and locality.
According to Mr. Pham Nam Son, in the coming time, we will focus on reviewing and standardizing data according to the two-level government model; completing the digitization of certificates and land user information not yet in the system; synchronizing all data to the national land database, ensuring information safety and security.
"The remaining workload is still very large, requiring each unit to uphold a sense of responsibility, working according to the principle of 'clear people, clear work, clear time, clear results, clear responsibilities, clear authority'. Each officer needs to work scientifically, persistently, and determinedly complete assigned tasks early, contributing to building a unified and transparent digital land data platform for the city," Mr. Son informed.

In his speech, Mr. Phan Thai Binh, Vice Chairman of the People's Committee of Da Nang City, affirmed that the campaign not only aims to implement the Central's requirements but also stems from the city's development practices. To complete the goal in a short time, the Vice Chairman of the People's Committee of Da Nang City requested the Department of Agriculture and Environment and the Da Nang City Police to coordinate as a unified command center, ensuring the progress of daily work processing, no paperwork, and reporting results before 3:00 p.m. every Friday.
Da Nang City also launched a competition in the entire political system to carry out the 90-day campaign. Communes and wards urgently established steering committees and working groups, mobilizing all forces, especially the grassroots police force to coordinate "going to each house, checking each plot", not missing any certificates or citizen identification cards. The head of any locality that is behind schedule must take responsibility.
The Vice Chairman of the People's Committee of Da Nang City also emphasized that each cadre, civil servant and public employee should consider this as a responsibility and an opportunity to contribute to the development of the City. Partner units such as VNPT and Vietbando need to arrange technical staff on duty 24/7 to promptly handle incidents. People actively provide information to update data on certificates and citizen identification cards, contributing to the completion of the land database, protecting their legitimate rights and promoting the construction of smart cities.
"The results of the 90-day campaign will contribute significantly to land management, creating a foundation for administrative reform and socio-economic development of the City. This is also a test of the organizational capacity and determination of the entire system. Da Nang strives to complete all tasks before November 15," Mr. Phan Thai Binh emphasized.
Consolidate land data of more than 1.2 million land plots
Up to now, Da Nang City has completed the conversion of land database from 3-level model to 2-level model for all 1,209,442 land plots, reaching 100%. The land plots have been assigned identification codes, data extracted and transferred to the City Police for authentication and classified into 3 groups.
The city has also developed software to update information on certificates and citizen identification cards, completed technical instructions on data collection, scanning, data entry and system error checking, creating favorable conditions for localities and relevant units to effectively implement tasks.
