Specifically, according to the Dong Nai Department of Construction, in component project 1 of the Bien Hoa - Vung Tau expressway, the construction volume of the units has not progressed much in the past two weeks. This has led to an increasing backlog of work carried over to the following week, especially the volume of earth fill for the road embankment.
Some contractors, such as Hoa Binh 479 Corporation and Hai Dang Corporation, did not increase their work volume as planned.
Given the current weather conditions and the contractors' construction progress, completing the technical opening of the road on December 19th is impossible without the strong efforts and determination of the investor, especially the construction contractors.
In light of the above situation, the Chairman of the People's Committee of Dong Nai province, Vo Tan Duc, has just signed and issued a document regarding the progress of component project 1 of the Bien Hoa - Vung Tau expressway section passing through the province.
Specifically, after reviewing the report from the Department of Construction, the Chairman of the People's Committee of Dong Nai province emphasized that the Bien Hoa - Vung Tau expressway project has been included in the list of nationally important projects and key projects in the transportation sector.
The Prime Minister , who is also the head of the State Steering Committee, has directed that the technical opening of the road to traffic must be completed before December 19th.
To achieve the above objectives, a commitment signing ceremony was held between the investor and contractors, a 140-day campaign was launched, and numerous documents were issued to urge and direct progress. However, to date, the construction output of the two construction packages has only reached approximately 50% of the contract value, lagging behind schedule by 26.9%.
According to a report from the Department of Construction, the project's construction progress over the past two weeks has not shown any positive changes, reflecting a lack of decisiveness on the part of the Dong Nai Provincial Investment and Construction Project Management Board (the investor of component project 1) in implementing solutions to accelerate the project's progress.

Completion of the technical opening of the road is the result for considering the assignment and arrangement of personnel.
Completing the technical opening of the project to traffic before December 19th is a key political task for the Dong Nai Provincial Party Committee and the Dong Nai Provincial People's Committee, presented to the Prime Minister and the Ministry of Construction, in order to facilitate connectivity with Long Thanh Airport.
The Chairman of the People's Committee of Dong Nai province requested the Provincial Investment and Construction Project Management Board to strictly implement the directives to accelerate the project's progress, add contractors, and instruct construction contractors to increase machinery, equipment, materials, and manpower to implement the "3 shifts, 4 teams" construction schedule, and "work during the day if necessary, work at night"...
The management team must recognize this as a top political priority and focus their efforts on directing and urging contractors to accelerate the project's progress.
"The completion of the project's technical opening to traffic, as directed by the Prime Minister, is a result that will be used to consider the placement and arrangement of leadership personnel for the Dong Nai Provincial Investment and Construction Project Management Board in the future," the document stated.
In addition, the People's Committee of Dong Nai province requested the Project Management Board 85 (Ministry of Construction, the investor of component project 2 of the Bien Hoa - Vung Tau expressway) to direct the contractor to clear the waterways at canals, streams and repair service roads and local roads to ensure traffic safety for vehicles and people participating in traffic.
Project Management Board 85 is legally responsible in the event of traffic safety incidents caused by delays in repairs by contractors.
The Bien Hoa - Vung Tau expressway through Dong Nai has received numerous warnings.
The People's Committee of Dong Nai province has issued numerous documents reminding and criticizing contractors regarding the progress of component projects 1 and 2 of the Bien Hoa - Vung Tau expressway passing through Dong Nai. Some contractors have been repeatedly reminded of these issues.
The leaders of Dong Nai province have requested the investor to urge the contractor to increase manpower and equipment to speed up construction, but the progress remains very modest and it is difficult to achieve the target.
