A comprehensive digital transformation ecosystem at the ward/commune level supports streamlined and transparent governance.

Within the framework of the Vietnam Innovation and Startup Festival - Techfest 2025, many technology companies introduced new products, notably those with a comprehensive digital transformation ecosystem at the commune and ward level, following a two-tiered government model.

With the largest scale ever, TechFest Vietnam 2025, held from December 12-14, 2025, is expected to attract over 60,000 attendees in person and online; featuring more than 20 corporations, 50 investment funds, over 100 support organizations and incubators, and delegates from 6 international regions including Southeast Asia, Northeast Asia, Central Asia, the Middle East, North America, and Europe.

A key new feature of TechFest Vietnam 2025 is the shift from a "hall event" to an "open-space event," allowing citizens, startups, investors, and academic institutions to interact directly within the Hoan Kiem Lake pedestrian area. Panel discussions and workshops take place in spacious networking zones; technology experiences are enhanced through hands-on interaction points. The target audience is expanded to include business owners, students, senior citizens, and small and medium-sized enterprises; creating a multi-dimensional convergence point connecting market – technology – policy – ​​investment.

At a Techfest workshop, Mr. Pham Hong Quat, from the Department of Startups and Technology Enterprises (Ministry of Science and Technology), stated that data is a crucial condition for effective operation in artificial intelligence applications. Responding to the data requirements set forth by Prime Minister Pham Minh Chinh: "Accurate - Complete - Clean - Viable - Unified - Shared," Dr. Pham Hong Quat affirmed that the current data system does not fully meet these criteria. Therefore, truly effective solutions are needed to ensure that data fully meets the needs of socio-economic development, especially the needs of innovative startups and creative businesses.

At the event, CMC Technology Group introduced its comprehensive digital transformation ecosystem for wards and communes. This solution set aims to restructure the operational methods of grassroots administration towards a streamlined, transparent, and efficient system, based on data and digital technology, and aligned with the direction of building a digital government.

Accordingly, a comprehensive digital transformation solution goes beyond simply digitizing procedures; it's an overall strategy aimed at restructuring the operational methods of the administrative system, creating unified operational capacity from the grassroots level, reducing information delays, and improving the quality of service to citizens.

The ecosystem is built on a three-pillar strategic model, aligned with the government's direction.

Pillar I – Digital Government aims at internal modernization, towards a “paperless office”. Accordingly, this pillar focuses on modernizing the governance and administration of local governments, automating processes, and providing intelligent monitoring tools to enable leaders to make quick and accurate decisions. Key operational systems include document management and administration, electronic one-stop services, IOC (Integrated Operations Center), reporting/KPIs, and specialized applications. The goal is to create a digital office, reduce paperwork, and standardize processes.

Pillar II – A citizen-centered digital society that enhances two-way interaction. This pillar aims to simplify administrative procedures, provide convenient online public services, and build effective two-way interaction channels. Citizens can access services through multiple touchpoints such as mobile applications, kiosks/portals, and digital assistants, reducing travel time and increasing the ability to provide feedback and monitor service quality.

Pillar III – Digital Economy promotes local production and expands markets. Under the Digital Economy pillar, solutions support localities in managing supply and demand, businesses, households, labor, and essential services; while also facilitating access to wider markets for local products (such as OCOP products, agricultural products, and regional specialties), contributing to sustainable development based on data.

The core value of the ecosystem is to increase the effectiveness and efficiency of state management, save costs – optimize resources, and simultaneously form a shared, interconnected digital data infrastructure – a solid foundation for the "government serving and fostering development" model.

CMC Chairman Nguyen Trung Chinh emphasized the pioneering spirit of private technology enterprises in systematically pursuing innovation. As a leading private technology enterprise, CMC is acutely aware of its responsibility to pioneer research and development of technology, build "Make in Vietnam" capabilities, and transform core technologies into widely deployable systems, contributing to data security and digital sovereignty.

Sharing insights on how CMC built its solution suite for ward and commune levels, Mr. Le Minh, CMC TS's Chief Technology Officer, stated that the ecosystem was developed based on a "platform-based" and "modular" approach, enabling localities to deploy quickly, operate simply, and still expand.

With the launch of the comprehensive Digital Transformation Ecosystem at the ward and commune level at Techfest 2025, the unit expects to contribute to the modernization of local government, shorten the digital divide between regions, and create a solid data foundation to prepare localities for the AI-X era.

Dr. Vu Viet Anh, General Director of the Success Academy and Head of the Marketing Technology Village, outlined the current state of Vietnam's innovative startup ecosystem. Specifically, the 2024 Vietnam Innovation Startup Ecosystem Overview Report by the Ministry of Science and Technology shows that the policy framework on this topic is gradually being perfected, notably Project 844, the Law on Science, Technology and Innovation, and especially Resolution 57 of the Politburo on breakthroughs in the development of science and technology, innovation, and national digital transformation. Nationwide, there are over 3,800 active startups; more than 200 domestic and international investment funds; and over 100 innovation spaces and incubators.
