Major General Nguyen Quoc Toan, Chief of the Office of the Ministry of Public Security , spoke with VNA reporters about the Ministry of Public Security's active innovation in thinking, systematic and synchronous implementation of information organization and propaganda on the network environment; regularly grasping, listening to the needs and making efforts to meet the information requirements of the people; promptly warning, advising and supporting the people.
Proactively "present" in digital space
- Recently, the Ministry of Public Security launched the Ministry of Public Security Information Page on the Zalo platform. Could you tell us what initial results this new method of information and communication has achieved? What is the Ministry of Public Security's orientation with the information platform on Zalo?
Major General Nguyen Quoc Toan : The Ministry of Public Security's launching and putting into operation the Ministry of Public Security's Information Page on the Zalo OA platform continues to be a step to promote digital communication to bring official information of the Ministry of Public Security closer to the people; helping people easily access complete, accurate, and positive information sources on ensuring security, order, and building the People's Public Security force.
After nearly 1 month of implementation, it has received attention, monitoring, dissemination, and information sharing from agencies, organizations, press agencies, and people; at the same time, it quickly grasped public opinion and people's aspirations, effectively serving the work of advising, proposing, and organizing programs, resolutions, policies, and laws on security and order; building a movement for the entire people to protect national security. To date, the Ministry of Public Security's Zalo Page has had more than 42,600 views.
In the coming time, the Ministry of Public Security will identify this as one of the official information channels, so that people can not only feel secure in using it, receive support and guidance on legal issues, resolve administrative procedures, and be warned of crimes and violations of the law, but also participate in contributing opinions and reflecting on security and social order issues; and fulfill their civic responsibilities in ensuring national security and order.
- With a diverse and synchronized "ecosystem" of official propaganda information (with the Ministry of Public Security's Electronic Information Portal website; Information Page on Facebook and Zalo platforms), the Colonel can tell about the proactiveness, positivity and effectiveness of the Ministry of Public Security in information work on the network environment.
Major General Nguyen Quoc Toan : Building a legitimate, timely, and reliable media ecosystem is not only an inevitable requirement but also a strategic solution in ensuring security and order and building the People's Public Security force. Therefore, the Ministry of Public Security has proactively and actively innovated its thinking, systematically and synchronously implementing information and propaganda organization on the network environment.

Social networking platforms such as Facebook and Zalo have updated policies, guidelines, and management activities in a complete, accurate, and timely manner, forming a widespread communication network that is close to the people, especially the youth; not only protecting security and order in the traditional way, but also proactively "being present" in the digital space to fight and promptly refute fake, untrue, malicious, distorted, and hostile information. This is reflected in the following aspects:
Firstly, providing “Correct, sufficient, timely, proactive” information on the network environment, focusing on the Ministry of Public Security’s Electronic Information Portal/Public Information Websites of units and localities, Information Pages on social networks Facebook, Zalo; at the same time, closely connecting with functional agencies and the press. This is a proactive step to affirm the position of official information on the network, in line with the strategy of developing e-Government, towards digital Government and digital economy in Vietnam.
Second, regularly grasp, listen to the needs and make efforts to meet the information requests of the people. In the face of issues of public concern or the current situation and trends of the risk of developing crimes and law violations, the Ministry of Public Security proactively provides information, promptly warns, recommends, and supports information so that people are aware and prevent. These tasks are not only carried out at the Ministry but are always coordinated synchronously to the Provincial Police and Commune Police quickly.
Third, update new and modern technology. In the context of strong digital media development, integrating popular platforms such as Facebook, Zalo, Youtube - where a large number of Vietnamese users gather, is not only a trend but also an important step in policy communication, expanding dissemination, connecting, and meeting the requirements of the Ministry of Public Security for the whole population to access information.
Enhance two-way interaction
- Information about security and order, about the police force, and police work is of great interest to the people, news agencies, and the press. To create more dissemination and effective use of information, the Major General can provide directions to enhance the ability to interact, helping the public access more quickly to the official information sources of the Ministry of Public Security.
Major General Nguyen Quoc Toan : In the context of fake information and toxic information spreading strongly on cyberspace, reliable, oriented, and authenticated information flows from competent authorities are what people really need and what society is demanding.
The Ministry of Public Security implements the motto "Where there are people, there is the People's Public Security", proactively grasps and masters the information front, and propagates the work of ensuring security and order in the online environment; constantly innovates the method of providing information and public services in the online environment to serve the people more quickly and promptly. Continue to promote the application of digital technology and diversify communication platforms; strengthen two-way interaction, provide information based on the task of protecting security and order and meeting the needs of the people.

Closer coordination with press agencies helps to strongly spread official information, enhance public awareness education; continue to use official information as an effective tool to "green", refute, and fight against fake news, untruths, and wrong and hostile views. At the same time, develop attractive multimedia content (using formats such as short videos, infographics, podcasts, or documentaries to convey information about police work in a vivid and easy-to-understand way); link official information sources with online public services, and provide instructions on answering administrative procedures under the authority of the Ministry of Public Security.
To avoid being led astray by fake information tricks
- In the context of widespread information on the Internet today, what recommendations does the Major General have for people in accessing and sharing information, especially information about security and order?
Major General Nguyen Quoc Toan : Information on the Internet is increasingly diverse and complex, identifying and effectively using information is very important, especially information about security and order. We recommend that people:
Carefully check information sources; prioritize accessing information from authorities, official and reliable press, and information channels of state agencies with confirmed sovereignty on social networks; people should be extremely cautious when using information, sharing information spread through personal accounts with unknown identities, closed groups or fake pages.
Verify before sharing; do not spread unverified sensitive information. Before sharing any information, people need to check whether the content is accurate; compare it with other sources or search for more related information to avoid spreading fake news or untrue information. Sharing false, distorted, and unverified information can have serious consequences and make the sharer legally responsible.
Raising personal awareness: people need to equip themselves with legal knowledge, digital communication skills and critical thinking, so as not to be led astray by fake information tricks. Being aware of one’s role in the online environment is also a practical way to protect oneself, one’s family and the community from the risks of harmful information.
For information on security and order, people proactively follow the official channels of the Ministry of Public Security and the Public Security of units and localities. This not only helps people grasp accurate and timely official information on the security situation, order, law, and crime warnings, but also contributes to raising public awareness, preventing crime and maintaining social order.
