On the afternoon of August 16, in Hanoi, the Ministry of Public Security held a ceremony to hand over the President's Decision to send officers to perform peacekeeping missions at the United Nations Mission in South Sudan in 2023.
Senior Lieutenant General Luong Tam Quang, member of the Party Central Committee, Deputy Minister of Public Security, attended and delivered a speech at the ceremony.
Reporting on the results of the implementation of the Project on the Vietnam People's Public Security Forces participating in United Nations peacekeeping operations (Project 05) in the past time and the preparation for the force to participate in United Nations peacekeeping operations in 2023, Major General Dao Xuan Lan, Chief of the Ministry of Public Security's Permanent Office on United Nations peacekeeping, emphasized that in 2022, the Ministry of Public Security will send 4 officers to perform United Nations peacekeeping missions, including 1 officer working at the United Nations headquarters and 3 officers working at the South Sudan Mission.
Since taking up their duties, the four People's Public Security officers have successfully completed their tasks assigned by the United Nations Police Department; the commander of the South Sudan Mission; gradually affirming the capacity of the Vietnam People's Public Security force as brave, professional, and qualified to meet the requirements of the United Nations; being recruited for important positions in the Police Department at the South Sudan Mission, and being highly appreciated by the commander of the South Sudan Mission for their awareness, responsibility, and work efficiency.
The officers demonstrated the steadfast political qualities of People's Public Security officers, quickly integrated into the working environment at the United Nations Mission and headquarters; harmonized with officers from other countries performing tasks at the UNMISS Mission; spread the image of Vietnamese People's Public Security officers ready to participate in international missions and promote the image of the country and people of Vietnam to the United Nations and international friends.
Based on the 14 officers meeting the standards to participate in the United Nations Peacekeeping Force, the Ministry of Public Security's Standing Office on United Nations Peacekeeping has advised and proposed to the Central Public Security Party Committee and the leaders of the Ministry of Public Security to carry out the process of sending new forces to participate in United Nations peacekeeping operations according to the regulations of the Party and the State.
On August 12, 2023, the President of the Socialist Republic of Vietnam signed a Decision to send 3 new police officers to perform peacekeeping duties at the United Nations Mission in South Sudan in 2023, including Lieutenant Colonel Bui Phuong Lan; Lieutenant Colonel Nguyen Thu Ha and Major Dinh Manh Cuong. Thus, to date, the Ministry of Public Security has had 7 police officers participating in United Nations peacekeeping activities.
Currently, the Ministry of Public Security's Permanent Office for Peacekeeping is coordinating with relevant United Nations agencies; agencies inside and outside the sector are doing a good job of preparing for 3 People's Public Security officers to depart for their missions in the South Sudan Mission in 2023. In addition to individuals, the Ministry of Public Security's Permanent Office for United Nations Peacekeeping will soon send forces to perform peacekeeping missions in the form of units.
At the ceremony, authorized by the President, Deputy Minister Luong Tam Quang presented the President's Decision to 3 officers to carry out the United Nations peacekeeping mission at the South Sudan Mission in 2023.
Deputy Minister Luong Tam Quang emphasized that the President's decision to send three officers to perform peacekeeping missions in the South Sudan Mission in 2023 continues to affirm the effectiveness of the Vietnamese Ministry of Public Security's implementation of international missions; at the same time, it also shows the great efforts of the Steering Committee, the Standing Office of the Ministry of Public Security on United Nations Peacekeeping, as well as each officer in implementing the policies of the Party, the State, the Central Public Security Party Committee, and the Ministry of Public Security.
Deputy Minister Luong Tam Quang acknowledged, highly appreciated and commended the achievements and results that have been achieved and congratulated the three comrades who received the President's Decision today; affirmed that this is a great honor and pride for each People's Public Security officer, as well as a very high responsibility before the Party, the State, the Central Public Security Party Committee, and the Ministry of Public Security in demonstrating the international integration level of Vietnamese Public Security officers.

Deputy Minister Luong Tam Quang believes that the three officers receiving the Decision today will continue the tradition, inherit the achievements of the Vietnamese peacekeeping force, uphold the spirit of responsibility, promote the highest level of bravery and intelligence, strive to overcome difficulties, constantly learn from experience, improve professional capacity, problem-solving skills, and be ready to perform well the assigned tasks. At the same time, strictly comply with the regulations of the United Nations, the host country, and the industry; closely coordinate with the Army and international colleagues; demonstrate the style and character of an officer of the People's Public Security of Vietnam, a friendly and responsible Vietnam, and a peace-loving Vietnamese people, making effective and practical contributions to regional and international peace and security.
Deputy Minister Luong Tam Quang requested the Ministry of Public Security's Standing Office on UN peacekeeping to closely coordinate with domestic forces to ensure full and thoughtful implementation of policies for the three officers receiving the Decision; encourage the officers' families, and strengthen the rear so that the officers can work with peace of mind and successfully carry out their assigned tasks.
On behalf of the three police officers receiving the President's Decision, speaking at the ceremony, Lieutenant Colonel Nguyen Thu Ha, an officer of the Criminal Police Department, Ministry of Public Security, thanked the attention and close direction of the leaders of the Party, State and Government; leaders of the Ministry of Public Security and related ministries and branches; Steering Committee of Project 05, leaders of the Standing Office of the Ministry of Public Security and agencies and units working in the implementation of the United Nations peacekeeping activities of the People's Public Security force in general and the three officers.
“To achieve this honor, over the past time, we have continuously trained and improved in all aspects, actively participated in training courses to improve our capacity in UN peacekeeping; exchanged, learned and accumulated experience from officers of the People's Public Security and the People's Army who have been and are performing tasks at the UN Mission. We are ready to set out to carry out our mission,” said Lieutenant Colonel Nguyen Thu Ha.
On behalf of the three officers, Lieutenant Colonel Nguyen Thu Ha affirmed that she will excellently complete all assigned tasks; continue the heroic and glorious tradition of the Vietnam People's Public Security force in contributing to protecting the Fatherland early and from afar; promote the spirit and create the mark of a People's Public Security soldier with courage, intelligence, responsibility and discipline in a multinational working environment; further enhance the image of Vietnamese people who love peace, are eager to learn and are responsible to the international community./.
