The Office of the Ministry of Industry and Trade has just issued Document No. 2624/BCT-CT announcing the direction of the Minister of Industry and Trade on rectifying multi-level business activities.
Accordingly, the Minister of Industry and Trade requested the National Competition Commission to urgently review, propose amendments and complete legal regulations on the management of multi-level business activities in order to meet the requirements of strict management of security and order for this activity, especially for new licensing cases.
Along with that, the Minister requested the National Competition Commission to coordinate with relevant agencies of the Ministry of Public Security to propose amendments and completion of the provisions of the Penal Code on crimes related to multi-level business activities, and advise the Ministry's leaders to rectify the management of multi-level business activities at the local level.
Meanwhile, the Department of Domestic Market Management and Development was assigned to take the lead in advising on the development and completion of regulations on administrative sanctions for violations in multi-level marketing activities; and to provide training and professional guidance to Market Management Sub-Departments in inspecting and handling violations in multi-level marketing activities.
Regarding the Department of E-commerce and Digital Economy , the Minister proposed to coordinate with the National Competition Commission to study and develop regulations on the management of cross-border e-commerce platforms using multi-level marketing business models.
Also in this document, the Minister requested the Department of Industry and Trade of provinces and centrally-run cities to coordinate and contribute opinions in the process of amending and perfecting legal regulations on the management of multi-level business activities in the locality.
The Department of Industry and Trade of provinces and cities shall strengthen inspection, examination and handling of violations of the law in multi-level marketing activities; closely monitor conferences, seminars and training activities on multi-level marketing in the area; actively coordinate with the Public Security and Police agencies in the fight against crimes related to multi-level marketing business activities.
