At the press conference, Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that up to this point, there has been no case recorded that due to difficult conditions, no one could take the 2025 high school graduation exam.
41 candidates suspended from 2025 high school graduation exam
Mr. Chuong also said that a total of 41 candidates were suspended from the 2025 high school graduation exam for using documents and bringing phones into the exam room, including 22 candidates in the Literature exam, 12 candidates in the Math exam, and 7 candidates in the optional and combination exams.
No officers or supervisors violated exam regulations. The Ministry of Education and Training generally assessed that the exam supervision took place according to plan, safely and seriously.
According to Mr. Chuong, the National Steering Committee for High School Graduation Exams will provide guidance and direction for the grading process in the context of the merger. Therefore, localities can rest assured.

As planned, on July 16, the Ministry of Education and Training and localities will announce high school graduation exam scores and consider graduation recognition.

Will clarify about Math and English exams with more difficult level
Responding, Professor Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that this year's exam began to prioritize the assessment of students' abilities. The structure and format of this year's exam also changed. If students are familiar with it and have prepared thoroughly in their review, they will also feel this. However, the impact related to difficulty comes from other issues.

Professor Ha said that the difficulty of the exam is the point that the Exam Steering Committee directs and thoroughly grasps before the exam preparation takes place. Accordingly, this year's orientation has changed but not suddenly, including the difficulty of the exam. Before the exam preparation council worked, the Ministry of Education and Training organized a large-scale test of the exam in 3 regions. The purpose of the test is to see the level of response of students in order to adjust the difficulty of the exam.
"Regarding the information that some subjects such as Math and English are more difficult or not equivalent to the sample test, we would like to take note and will consider and clarify this issue further," said Professor Nguyen Ngoc Ha.
Professor Nguyen Ngoc Ha said that in this year's exam, the new test matrix is randomly generated during the test making process. Therefore, it is impossible to predict which questions will be included. "Previously, in the 2006 GeneralEducation Program, we often built a pre-determined test matrix, such as which questions must be included in which section. Therefore, this year's exam ensures objectivity in the selection of questions," said Mr. Ha.
Candidates use their phones to take a photo of a part of the exam and transfer it to the AI application to solve it.
Regarding the information about leaked exam questions, the Ministry of Education and Training was also asked to clarify. "What plans does the Ministry of Education and Training have to deal with the fact that technology is increasingly developing and it only takes a short time for candidates to submit their questions online?", a reporter asked.
Responding to information about whether or not the exam questions were leaked, Professor Huynh Van Chuong said that the National Steering Committee for the High School Graduation Exam has noted the use of high technology and artificial intelligence and localities have been thoroughly trained.
After the Math exam ended at 4pm on June 26, there was no information about the exam being leaked. However, on the evening of June 26, information about the exam being leaked before the exam was completed appeared on the Internet. The Exam Steering Committee received this information and immediately discussed it with the Internal Political Security Department (Ministry of Public Security) to find the source, verify, and strictly handle it.
Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security (Ministry of Public Security), said that regarding negative information in the exam, after learning about it, the Department has conducted investigation and verification.
So far, 3 subjects using artificial intelligence (AI) applications have been identified at 2 examination councils. These candidates used their phones to take pictures of a part of the exam, then transferred it to the AI application to solve it. One of the candidates at the Lam Dong provincial examination council used a high-tech device, a camera attached to a sleeve button, to send the exam outside for someone else to solve.
“Up to now, these candidates have admitted their wrongdoings. In the near future, we will continue to consolidate the records, clarify further and base on the level, nature and consequences of the incident to handle it according to regulations,” said Mr. Chung.
However, Mr. Chung said that these were incidents that occurred in small groups of subjects and affirmed that during the exam period, there was no leaking, leaking or affecting the general psychology of society on the internet. Therefore, the actions of these candidates did not affect the safety and seriousness of the exam.
As of the third exam session this morning (June 27), 20 candidates were suspended from the 2025 high school graduation exam and more than 8,000 dropped out.
Sharing with VietNamNet reporters, teachers said that the Literature exam for the 2025 high school graduation exam ensures very well the orientation for developing qualities and abilities of the 2018 Literature program and achieves a high level of differentiation. Meanwhile, the Math exam for the 2025 high school graduation exam is considered to have innovation in both form and assessment philosophy. The problems not only test theoretical knowledge and pure math solving skills but also put students in situations close to real life. It can be seen that scoring points from this year's Math exam is no longer as easy as in previous years. Teachers predict that the scores that candidates will achieve will be around 6.6-7.
The English exam is considered a quality exam, completely changing in structure compared to previous years and handling 40 questions in 50 minutes is a challenge for good students.
The 2025 high school graduation exam will take place on June 26 and 27.
Candidates studying the 2018 General Education Program will take the high school graduation exam in 4 subjects: 2 compulsory subjects (Literature, Mathematics) and 2 elective subjects from grade 12 subjects (Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic & Legal Education, Information Technology, Technology). Candidates will take the exam in 3 sessions: 1 Literature session, 1 Math session, 1 session for 2 elective subjects. Literature is an essay test of 120 minutes (Reading comprehension 4 points, Writing 6 points); Math is a multiple-choice test of 90 minutes; the remaining subjects are multiple-choice for 50 minutes.
Candidates taking the 2006 General Education Program will participate in 4 exam sessions: 1 Literature session, 1 Math session, 1 optional exam session (Natural Science or Social Science), and 1 Foreign Language exam session.
