The Ministry of Education plans to issue digital diplomas to students 5 days after graduation.

The above content is included in the draft circular promulgating regulations on diplomas and certificates of the national education system, which is being consulted by the Ministry of Education and Training until October 24.

The draft circular supplements the concept of digital diplomas and certificates, along with specific regulations on granting, storing, processing and exploiting the database of electronic diplomas and certificates.

According to the Ministry of Education and Training , issuing digital diplomas and certificates at the same time as paper diplomas will help modernize the management process, save time and costs, and at the same time meet the requirements of publicity, transparency and digitalization as directed by the Party and Government.

The draft also aims to replace the issuance of junior high school graduation certificates with confirmation of completion of junior high school program in the transcript; supplement vocational high school diplomas; supplement the form of digital diplomas and digital certificates; supplement the scope and subjects of regulation to include diplomas and certificates of vocational education .

The draft circular removes the content of regulations on printing diploma and certificate blanks of the Ministry of Education and Training, decentralizing to the Department of Education and Training or assigning competent authorities to issue diplomas and certificates (for paper diplomas and certificates).

In particular, the time limit for issuing a paper high school diploma is reduced from 75 days to 30 days; the time limit for issuing a digital diploma or certificate is only 5 days from the date of the graduation recognition decision.

The draft allows the authorization of deputies to sign diplomas and certificates to reduce workload, and clearly stipulates how to handle special cases (merger, separation, dissolution of the issuing agency or no longer having the authorized person according to regulations).

According to the Ministry of Education and Training, these adjustments not only remove difficulties and obstacles from practice but also ensure the rights of learners, reduce complaints and petitions, and at the same time improve transparency and efficiency in state management of diplomas and certificates.

The draft consists of 24 articles, 10 articles less than Circular No. 21/2019/TT-BGDDT dated November 29, 2019. According to the Ministry of Education and Training, this helps to complete the regulations in a concise manner, clearly defining people, tasks, and responsibilities, ensuring consistency, feasibility, and suitability with practical requirements as well as the current trend of digital transformation in education.
