Ministry of Education new requirements on summer vacation for students

Safe, healthy, uninterrupted summer activities

Recently, the Ministry of Education and Training sent an official dispatch to the Departments of Education and Training, universities and vocational education institutions on strengthening management and education activities and ensuring safety for children, pupils and students during the summer of 2025.

The Ministry of Education and Training especially emphasized that recreational activities during the summer must take place normally, without interruption. Summer activities must be safe, healthy and effective.

Accordingly, the Ministry of Education and Training requires the Departments of Education and Training to advise the People's Committees of provinces/cities directly under the Central Government to direct agencies, units, and mass organizations in the area to coordinate with the education sector to implement summer activities for children, students, and continuing education students of high school age in the locality.

This directive complies with Official Dispatch No. 61/CD-TTg issued by the Prime Minister on May 10.

The Departments of Education and Training also need to direct decentralization of management, clearly define the roles and powers between management levels for educational institutions after the arrangement, and organize two-level local government to ensure that management work and recreational activities for children and students in the area during the summer take place normally and without interruption.

Departments of Education and Training guide educational institutions under their management to effectively carry out the handover of children and students to summer activities in their localities.

The Ministry of Education and Training requires the Departments of Education and Training to direct and guide communication work, education of knowledge and skills to prevent school violence, prevent crimes and social evils, prevent drowning and teach safe swimming to children and students.

In addition, disseminate knowledge about nurturing, caring for, and educating preschool children to young parents/caregivers; encourage and coordinate the organization for students to participate in sports clubs to exercise, improve health, and develop talents and interests.

At the same time, direct educational institutions to proactively coordinate with functional agencies, local organizations and parents in monitoring and managing students, especially those in difficult circumstances, to ensure that all children and students have a safe, healthy and rewarding summer vacation.

Promoting the vanguard role of students

For universities and vocational training institutions, the Ministry of Education and Training requires organizing students to participate in volunteer activities.

These activities include: Supporting high school entrance exams, the 2025 high school graduation exam, participating in volunteer activities to build new rural areas and civilized urban areas; promoting environmental protection activities, responding to climate change; organizing activities to ensure social security, traditional education, towards borders, islands, eliminating temporary houses, dilapidated houses for families of policy beneficiaries, war invalids, sick soldiers, former youth volunteers, people in difficult circumstances, etc.

The Ministry encourages schools to coordinate in implementing the "Digital Education for All" movement, supporting and guiding people in using computers, smartphones, accessing the Internet, using social networks safely and basic, essential software for life...

Coordinate with police, health, and social organizations to implement communication programs on preventing social evils, high-tech crimes, and violations of the law, drug prevention, traffic safety, etc. for students.

Regularly inspect and monitor student volunteer activities to ensure correct content, purpose and absolute safety for students. Coordinate and evaluate the results of students' participation in summer activities in conjunction with the evaluation of students' training results during the school year and course.

In the document, the Ministry of Education and Training also requested the Departments of Education and Training, universities and vocational training institutions to seriously implement the above contents. During the implementation process, if there are any difficulties or problems, please report to the Ministry of Education and Training for timely resolution.
