Ministry of Transport requests to start construction of Lo Te - Rach Soi route upgrade project before April 30, 2024

Currently, the implementation of the project to upgrade the road surface of Lo Te - Rach Soi route in Can Tho city and Kien Giang province is assessed as very slow, not meeting the requirements of the Ministry of Transport.

The Ministry of Transport (MOT) has just sent an official dispatch to the My Thuan Project Management Board to urgently speed up the implementation progress to start the investment project to upgrade the road surface of Lo Te - Rach Soi route in Can Tho City and Kien Giang Province.

According to the Ministry of Transport, in Decision No. 1330/QD-BGTVT dated October 11, 2022 on approving the investment project to upgrade the road surface of Lo Te - Rach Soi route in Can Tho City and Kien Giang Province, the Ministry assigned the My Thuan Project Management Board as the investor, with the implementation schedule from 2022 to 2024, and the project is expected to start construction in the first quarter of 2024.

However, the progress of project implementation is very slow because up to now, My Thuan Project Management Board has not submitted to the Construction Professional Agency for appraisal of the project's construction drawing design documents and cost estimates according to regulations.

To ensure the progress of the Project, the Ministry of Transport requests the My Thuan Project Management Board to urgently urge relevant units to prepare design documents and estimates of the Project to carry out appraisal and approval work according to regulations, as a basis for implementing contractor selection work; ensure the project starts before April 30, 2024, and at the same time closely coordinate with the Department of Planning and Investment, the Vietnam Expressway Administration and the advisory agencies of the Ministry of Transport to speed up the implementation progress, carry out related procedures, and meet the Project progress.

“My Thuan Project Management Board strictly performs the obligations and responsibilities of the Investor in deploying and implementing the Project; takes full responsibility before the Minister of Transport for the quality and progress of the Project,” the leader of the Ministry of Transport requested.

According to the decision of the Ministry of Transport, the project to upgrade the road surface of Lo Te - Rach Soi in Can Tho City and Kien Giang Province will maintain the current road, only paving concrete to reinforce asphalt concrete on the old road surface. Investing in expanding existing emergency stops and adding new emergency stops, completing the system of signs and lane markings.

Upon completion, the project aims to improve traffic capacity, meet transportation needs on the western longitudinal axis of the region, and promote the effectiveness of investment projects in the Mekong Delta. At the same time, gradually upgrade the Lo Te - Rach Soi route to expressway standards in accordance with the approved planning.

The 51km-long Lo Te - Rach Soi route with four lanes was put into operation in early 2021. The project has a total investment (phase 1) of VND 6,355 billion, using EDCF loan capital - Korea (200 million USD) and counterpart capital from Vietnam (94.076 million USD). After the opening period, the road will be monitored for subsidence for 1-2 years before adding asphalt concrete, and when the policy is approved, the items will be upgraded to expressway standards.
