Ministry of Agriculture and Environment surveys and removes difficulties for Da Nang City regarding land, environment, and agriculture

Land and environment create many difficulties

On the afternoon of September 9, the working delegation of the Ministry of Agriculture and Environment (MARD) led by Deputy Minister Vo Van Hung worked with the People's Committee of Da Nang City to survey, receive opinions and resolve difficulties in the initial phase of implementing the 2-level government model in the fields of agriculture and environment.

According to Deputy Minister Vo Van Hung, implementing the Prime Minister 's Official Dispatch No. 110 and 111 dated July 17, 2025, the Ministry of Agriculture and Environment has established 10 working delegations to work in many localities to grasp the situation, discuss and resolve arising problems. The goal is to unify the implementation of decentralization and delegation of power, and improve the effectiveness of state management in the field of agriculture and environment.

At the meeting, the representative of Da Nang City said that the locality has encountered many difficulties in determining land prices, land allocation and leasing authority and approving land use plans. The merger of administrative units and changes in authority between levels have caused confusion in the locality in processing records; the lack of unified specialized software to manage land databases has also slowed down the progress of granting land use right certificates.

In the environmental field, the city has not clearly defined the responsibilities between the construction sector and the agriculture and environment sector in public sanitation management. In addition, there is a lack of unified economic and technical standards, and the transfer of authority to sanction environmental violations from the district to the provincial level is not consistent, causing difficulties in implementation.

In forestry and water resources, many decentralization regulations are no longer suitable for the two-tier government model and the merger of provincial administrative units. Biodiversity conservation projects also face difficulties due to the lack of coordination mechanisms and the lack of regulations on resource allocation.

The poverty reduction program does not have software to monitor and manage poor and near-poor households, affecting the progress of implementation. The above-mentioned problems pose a potential risk to sustainable development in the fields of agriculture, environment and climate change response.

Accompanying localities to effectively implement the two-level government model

Speaking at the meeting, Deputy Minister of Agriculture and Environment Vo Van Hung acknowledged and highly appreciated the proactive, flexible and determined spirit of Da Nang City in implementing the two-level government model, especially in the fields of agriculture and environment. However, in order for this model to be fully effective, the Deputy Minister of Agriculture and Environment requested that localities continue to closely follow Decrees No. 131/2025/ND-CP, 136/2025/ND-CP and 151/2025/ND-CP of the Government to organize implementation.

"Da Nang City needs to proactively review, promulgate, abolish or issue new legal documents in accordance with the reality after merging administrative units. Clearly defining the authority and tasks according to the regulations on decentralization and delegation of authority in the Law on Organization of Local Government 2025 is key to ensuring unified and transparent management. In addition, it is necessary to fully publicize administrative procedures to facilitate businesses and people. The city also needs to strengthen coordination with the Ministry in resolving newly arising problems and issues," Mr. Vo Van Hung suggested.

Deputy Minister of Agriculture and Environment Vo Van Hung also requested that the departments and offices of the Ministry of Agriculture and Environment must regularly update and guide localities in many appropriate forms, promptly issue or advise on issuing documents to respond to local proposals.

The Department of Land Management is assigned to direct civil servants to support Da Nang in performing decentralized tasks, and at the same time, synthesize the state management situation on agriculture and environment to advise the Ministry on appropriate solutions. The Ministry of Agriculture and Environment will continue to accompany and support localities to ensure the effective implementation of the 2-level government model.

On the same morning, the working delegation of the Ministry of Agriculture and Environment worked at the People's Committee of An Thang Ward, Da Nang City to record the initial results in administrative procedure reform, decentralization, delegation of powers and directly listen to difficulties at the grassroots level.
