The draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment (on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment) will have 45 functions, tasks and 30 affiliated units.
According to the draft Decree of the Government on the regulations of functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment, it will be officially issued after the 9th extraordinary session of the 15th National Assembly (taking place from February 12 to February 19) passes the Resolution on the establishment of a number of ministries on the basis of reorganizing a number of ministries and ministerial-level agencies of the Government.
Regarding the organizational structure plan, the Government proposed that the National Assembly consider deciding on the organizational structure of the Government for the 15th National Assembly term, including 14 ministries and 3 ministerial-level agencies.
In which, the Ministry of Agriculture and Environment is established on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, basically inheriting the functions and tasks currently assigned to the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment and taking over the task of state management on poverty reduction from the Ministry of Labor, War Invalids and Social Affairs.
In the draft Decree stipulating the functions, tasks, powers and organizational structure, the Ministry of Agriculture and Environment will have the position and function of a Government agency performing the state management function in the fields of: agriculture; forestry; salt industry; fisheries; irrigation; disaster prevention; rural development; land; water resources; mineral and geological resources; environment; hydrometeorology; climate change; surveying and mapping; integrated management of resources and protection of the marine and island environment; remote sensing; state management of public services in the fields under the Ministry's management.

The Ministry of Agriculture and Environment performs the tasks and powers prescribed in Decree No. 123/2016/ND-CP dated September 1, 2016 of the Government stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies (amended and supplemented in Decree No. 101/2020/ND-CP dated August 28, 2020, Decree No. 83/2024/ND-CP dated July 10, 2024 of the Government). Of which, the Ministry performs 45 tasks and powers.
Regarding the organizational structure, there will be 30 affiliated units (a reduction of 25 units, equivalent to more than 45%) specifically: (1) Department of International Cooperation; (2) Department of Planning and Finance; (3) Department of Science and Technology; (4) Department of Legislation; (5) Department of Organization and Personnel; (6) Ministry Office; (7) Ministry Inspectorate; (8) Department of Digital Transformation; (9) Department of Cultivation and Plant Protection; (10) Department of Animal Husbandry and Veterinary Medicine; (11) Department of Fisheries and Fisheries Control; (12) Department of Forestry and Forestry; (13) Department of Irrigation Works Management and Construction; (14) Department of Dike Management and Disaster Prevention and Control; (15) Department of Cooperative Economics and Rural Development; (16) Department of Quality, Processing and Market Development;
(17) Department of Land Management; (18) Department of Water Resources Management; (19) Department of Geology and Minerals of Vietnam; (20) Department of Environment; (21) Department of Climate Change; (22) Department of Nature Conservation and Biodiversity; (23) Department of Hydrometeorology; (24) Department of Seas and Islands of Vietnam; (25) Department of Surveying, Mapping and Geographic Information of Vietnam; (26) National Remote Sensing Department; (27) Institute of Strategy and Policy on Agriculture and Environment; (28) Agriculture and Environment Newspaper; (29) Agriculture and Environment Magazine; (30) National Agricultural Extension Center.
At the regular Government meeting in January 2025, Prime Minister Pham Minh Chinh requested to urgently complete and submit to the Government for promulgation Decrees on the functions, tasks and powers of ministries, ministerial-level agencies and Government agencies according to the new organizational structure, to be completed before February 15, ensuring they come into operation from March 1; review and amend according to authority or propose amendments and supplements to legal documents related to the consolidation of the organizational structure.
The Ministry of Agriculture and Rural Development, formerly the Ministry of Agriculture, was established in 1945 and was one of the first ministries under the Provisional Government of the Democratic Republic of Vietnam signed by President Ho Chi Minh. After many stages of development and consolidation, in 1995, it was renamed the Ministry of Agriculture and Rural Development; in 2007, the Ministry of Agriculture and Rural Development continued to merge with the Ministry of Fisheries and kept the same name, maintaining a stable apparatus from then until now.
The Ministry of Natural Resources and Environment was established in 2002 on the basis of upgrading from the General Department of State Land Administration and receiving functions and tasks from the Ministries of Agriculture and Rural Development, Science - Technology and Environment and from a number of other Ministries and branches.
