Regarding the reorganization of local military agencies when implementing a two-level local government, the Military Region and Border Guard (BĐBP) have directed the agencies and the Military Command, the Border Guard Commands of the provinces and Can Tho city to draft and issue many official dispatches, directives, and instructions to concretize the direction of the Politburo, the Secretariat, the Central Military Commission, and the Ministry of National Defense into action plans and programs.

Establish a Steering Committee to arrange and adjust the organization of local military agencies under the military region; deploy agencies and units to implement on schedule, time, ensuring unity, synchronization, quality and efficiency. Timely report and propose plans to arrange local military agencies, establish Regional Defense Command Boards, Border Guard Command Boards under the Provincial and Municipal Military Commands; deploy agencies and units to do a good job of preparation; develop plans to arrange and assign personnel, adjust troop numbers, weapons and equipment and resolve surplus; determine the positions of regional defense command boards and Border Guard Command Boards in conjunction with the military posture in the defense areas of localities within the prescribed time.

Lieutenant General Thai Dai Ngoc requested Military Region 9 to direct agencies and units to continue to strictly maintain the combat readiness regime; regularly coordinate closely with local Party committees and authorities, and units stationed in the area to grasp the political security situation, advise on timely handling of situations, and avoid being passive or surprised; continue to direct the completion of the organization and staffing of the Regional Defense Command and the new Commune-level Military Command.

Regarding the establishment of the Border Guard Command, the Head of the inspection delegation noted that the Military Region should focus on directing the transfer of tasks and forces from the Border Guard Command to the Provincial Military Command and the Can Tho City Military Command to ensure safety and avoid interruption of tasks. Regularly perform Party and political work well; grasp the public opinion and ideology of officers and soldiers; promptly resolve problems, create consensus and solidarity to carry out tasks.
