The Ministry of Education and Training said that in the 2023-2024 school year, localities proposed to add 104,656 teachers compared to the previous year, bringing the total number of teachers nationwide to nearly 1.2 million. Of which, the demand for preschool and secondary school teachers is the highest.

On this basis, the Ministry of Home Affairs and the Ministry of Education and Training plan to add 27,868 positions for the 2023-2024 school year. The remaining number will be added if necessary in the following school years, until 2026.
According to the report of the Ministry of Education and Training, in the 2022-2023 school year, the whole country lacks 118,253 teachers at all levels, an increase of 11,308 people compared to the 2021-2022 school year (preschool level increases by 7,887 people, primary level increases by 169 people, middle school level increases by 1,207 people, high school level increases by 2,045 people).
In which, Thanh Hoa and Hanoi, Ho Chi Minh City, Nghe An, Binh Duong... are the localities with the most shortage.
In 2024, the Ministry of Education and Training will continue to implement many synchronous solutions to improve the quality of teachers and educational managers nationwide, and at the same time research and promulgate policies on teacher remuneration.
The Ministry of Education and Training also said it will actively coordinate with ministries and branches to innovate mechanisms and policies on recruitment, use, treatment and promotion of talented people working in the education sector; ensure material and spiritual conditions so that teachers and managers can work with peace of mind, contribute and attract talented people to the sector.
In July 2022, the Politburo assigned an additional 65,980 positions to the education sector, of which 27,850 will be added for the 2022-2023 school year. However, by May 2023, localities had only recruited over 50% of this number.
Explaining this reality, the provinces said that the policies on using and treating teachers still have some shortcomings, and have not created material and spiritual motivation to encourage and attract teachers.
