In Decree No. 34/2025 amending and supplementing a number of articles of Decrees in the maritime sector, many new services are added as public career services to ensure maritime safety.
According to the new regulations effective from April 1, 2025, public career services ensuring maritime safety include: Operation and maintenance of independent lighthouses and beacons;
Operation and maintenance of maritime signals on public maritime channels; Periodic surveys to serve the publication of maritime notices for public maritime channels (including pilot pick-up and drop-off locations), transshipment areas, anchorage areas, storm shelters in seaport waters assigned to specialized state management agencies on maritime; Coastal information.

In addition, there are also dredging services for maintaining public waterways to ensure the depth of the waterway according to design standards; Maintenance, renovation, upgrading and repair of maritime infrastructure assets assigned to specialized state management agencies on maritime; Maritime search and rescue; Processing and transmitting maritime security information.
At the same time, there is a service to clear obstacles that affect maritime safety (natural obstacles or obstacles caused by unidentified organizations or individuals); operate and maintain the VTS system; other public services to ensure maritime safety according to the provisions of law and urgent tasks to ensure maritime safety.
Thus, compared to the current regulations (Decree 58/2017), the new Decree has added new services in public career services to ensure maritime safety such as operation and maintenance of independent lighthouses and beacons; Maritime search and rescue; Operation and maintenance of VTS systems; Coastal information; clearance of obstacles affecting maritime safety and other public career services to ensure maritime safety according to the provisions of law.
The Ministry of Transport (now the Ministry of Construction - PV) is responsible for organizing the implementation of assigning tasks, placing orders or bidding for the provision of public services to ensure maritime safety using the state budget from regular expenditure sources according to regulations.
In case the public service ensuring maritime safety implements the ordering method, it is still encouraged to apply the bidding form.
At the same time, the Ministry of Construction is also responsible for organizing the development, amendment and supplementation of economic and technical norms, cost norms, as well as establishing and adjusting maintenance procedures, monitoring, inspection and assessment of construction quality from regular state budget expenditure sources according to regulations.
Regarding investment activities in the construction of maritime signals, the new Decree stipulates that organizations and individuals are obliged to establish maritime signals when constructing underground works, works crossing maritime channels, or works that affect maritime activities such as power lines, cable cars, underground works, drilling rigs, wind power, hydropower, thermal power and similar works when managing the exploitation of specialized maritime channels or using water areas according to regulations.
