The Ministry of Finance has just issued Official Dispatch No. 11024/BTC - QLQH to the Ministry of Construction to provide comments on the dossier for adjusting the Master Plan for the development of the national airport and seaport system for the period 2021 - 2030, with a vision to 2050.
According to the Ministry of Finance , the Master Plan for the development of the national airport and seaport system for the 2021-2030 period, with a vision to 2050, was approved by the Prime Minister in Decision No. 648/QD-TTg dated June 7, 2023.
Gia Binh International Airport was added to the National Airport System Planning for the 2021-2030 period, with a vision to 2050 in Decision No. 142/QD-BGTVT dated February 12, 2025 of the Minister of Transport (first adjustment) with a scale of 4E airport level, an expected land area of 363.5 hectares and was adjusted for the second time in Decision No. 347/QD-BXD dated April 3, 2025 of the Ministry of Construction with the expansion of an additional 45 hectares of land to the West of the Airport boundary, bringing the total area to 408.5 hectares.
Implementing the Politburo's opinion on the investment policy of Gia Binh International Airport and the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 304/TBVPCP dated June 17, 2025 of the Government Office, Gia Binh International Airport was adjusted to meet the target, capacity of about 30 million passengers by 2030 and 50 million passengers by 2050.
“Therefore, adjusting the National Airport System Planning for the 2021-2030 period, with a vision to 2050, is necessary,” the Ministry of Finance assessed.
In addition, the Master Plan for the development of the national airport system for the 2021-2030 period, with a vision to 2050, has set a target of total passenger capacity through airports nationwide by 2030 of about 275.9 million passengers/year.
However, the content of the report on adjusting the planning to increase the total passenger capacity through airports nationwide by 2030 is 299.5 million passengers/year. Therefore, the Ministry of Finance requested the Ministry of Construction to review the adjustment of the above capacity with the planning target.
In case of changing the planning objectives, according to the provisions of Clause 1, Article 54a of the Law amending and supplementing a number of articles of the Law on Planning No. 57/2024/QH15, the adjustment of the Master Plan for the development of the national airport and seaport system for the period 2021 - 2030, with a vision to 2050, will not be carried out according to the simplified procedures.
According to the Ministry of Finance, the Ministry of Public Security is currently submitting to the Government a Resolution on mechanisms and policies for investment in the construction of Gia Binh International Airport, including the content allowing the adjustment of the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, according to the simplified procedures prescribed in Article 54a of the Law amending and supplementing a number of articles of the Law on Planning No. 57/2024/QH15.
Regarding the dossier sent for comments, the Ministry of Finance said that the Planning Adjustment dossier sent for comments does not have enough components as prescribed in Clause 9, Article 38d, supplemented in Clause 24, Article 1, Decree No. 22/2025/ND-CP dated February 11, 2025 of the Government.
“It is proposed to supplement the missing components of the dossier, including: draft document deciding on planning adjustment; database related to the content of planning adjustment. In addition, it is proposed to post on the website of the planning agency the dossier for comments within at least 15 working days from the date of sending the dossier for comments, except for contents related to state secrets as prescribed by law,” stated Official Dispatch No. 11024.
In Official Dispatch No. 11024, the Ministry of Finance said that it basically agrees with the contents of adjusting the scale of area and capacity of exploitation of Gia Binh International Airport and the scale of exploitation of Noi Bai International Airport being re-regulated.
However, the Ministry of Finance requested the Ministry of Construction to study and review the content of the area scale and exploitation scale of the airport within a certain range, ensuring flexibility in organization and implementation, avoiding having to adjust the planning many times due to differences in area parameters and exploitation scale; consider calculating and carefully evaluating the investment scale and total investment to ensure savings, efficiency, and avoid negative waste.
Previously, the Ministry of Construction issued Official Dispatch No. 6757/BXD-KHTDC to the Ministries of National Defense, Public Security, Finance, Agriculture and Environment, Industry and Trade, Culture - Sports and Tourism; and the People's Committee of Bac Ninh province requesting comments on the dossier for adjusting the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, according to simplified procedures.
In the dossier adjusting the Master Plan for the development of the national airport system in the period of 2021 - 2030, with a vision to 2050, the Aviation Construction Design and Consulting Company Limited (ADCC) proposed to adjust the capacity of Gia Binh International Airport in the period of 2021 - 2025 to 30 million passengers/year, cargo throughput to 1.6 million tons; with a vision to 2050 to 50 million passengers/year and 2.5 million tons of cargo throughput. The area of Gia Binh International Airport increased from 408.5 hectares to 1,960 hectares.
“It is estimated that the investment capital demand for Gia Binh International Airport in the period up to 2030 is 95,706 billion VND; in the period up to 2050 is 82,923 billion VND,” ADCC representative calculated.
