Specifically, proactively promote economic foreign affairs activities, especially high-level economic foreign affairs. Maximize external resources, effectively exploit good foreign political relations, promote traditional growth drivers and new growth drivers, achieve the 2025 economic growth target, and create momentum for double-digit growth in the next period.

In the first 6 months of the year, Vietnam has carried out about 50 key leadership-level foreign affairs activities, almost equal to the whole year of 2024. Of which, it upgraded relations with 10 countries, signed 253 cooperation agreements (doubled compared to the same period in 2024).

In the past 6 months, the Ministry of Industry and Trade has presided over and coordinated with the Ministry of Foreign Affairs and other ministries and sectors to actively promote new FTA negotiations with large potential markets such as Brazil, Bangladesh, Egypt, Mercosur, etc. Promote the effective exploitation of signed FTAs. Actively remove market barriers, mobilize EU members to ratify the Investment Protection Agreement (EVIPA), remove the IUU yellow card, continue to mobilize the United States to remove Vietnam from the D1-D3 group and soon recognize Vietnam as a market economy, etc.
The conference recorded many contributions and recommendations from leaders of ministries, branches, embassies in several countries, business associations, and industries related to the market development situation, results as well as difficulties in the process of operation and production and business. Especially the impacts related to the US reciprocal tax policy.
Speaking at the conference, Prime Minister Pham Minh Chinh assessed that the country's economic situation in the past 6 months has developed stably, promoting economic growth. Security, order, independence and sovereignty have been maintained. Foreign affairs are a bright spot in Vietnam's 6-month results.
The Prime Minister affirmed that Vietnam's goal is always to create an environment of peace, cooperation and development. Ensure growth of over 8% by 2025. Promote relations in the direction of building an independent but diversified and multilateral diplomacy. Vietnam is a good friend, a reliable partner, a responsible member of the international community. Build an independent, self-reliant economy but actively and proactively integrate into the economy effectively, thereby restructuring the economy, diversifying markets, diversifying supply chains, production... creating a proactive market, without limits, monopolies...
In addition, the Prime Minister requested ministries and sectors to promote the signing of trade agreements with countries where there has been agreement at the senior leadership level. At the same time, they should attract investment and attract foreign and domestic experts to achieve the goal of promoting economic development.
In Dong Nai, in the first 6 months of 2025, the province's foreign affairs and economic diplomacy achieved many positive results: attracting foreign investment reached 1.7 billion USD, up 68% over the same period (of which, the old Dong Nai province reached 1.37 billion USD, up 46% over the same period, the old Binh Phuoc province reached 352.47 million USD, up 414% over the same period). In the first 6 months of 2025, the province's economy grew well, GRDP reached over 160 trillion VND, up 8.23% over the same period in 2024, ranking 13/34 provinces and cities nationwide.
Up to now, Dong Nai has signed 88 Memorandums of Understanding and International Cooperation Agreements (MOUs). Currently, the province has 38 provincial-level Memorandums of Understanding and International Cooperation Agreements (MOUs) still in effect with 15 countries around the world such as: China, Korea, the United States, Cambodia, Laos, France, Japan, Thailand, Israel, Belgium, Germany, Portugal...
