On the morning of October 24th, Prime Minister Pham Minh Chinh , Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired a meeting between the Prime Minister and ministries, localities, and businesses on accelerating, breaking through, and promoting the development of social housing.
The conference was held in person at the Government headquarters and online with 17 provinces and cities that have a high demand for social housing.
Also attending were Deputy Prime Minister Tran Hong Ha; Ministers and leaders of ministries, branches, and central agencies; leaders of 17 provinces and cities with high demand for social housing; and major associations and businesses with extensive experience in the real estate sector.
Opening the conference, Prime Minister Pham Minh Chinh stated that the Party and the State have determined that in the process of national development, progress, social justice, and social welfare will not be sacrificed in pursuit of mere economic growth.
Over the past period, the whole country has implemented social welfare policies very well, ensuring that no one is left behind, including the completion of the elimination of temporary and dilapidated housing nationwide; Vietnam's happiness index has increased by 39 ranks.

The Prime Minister requested that at this conference, relevant entities continue to promote the achievements, with the spirit of "national love and compatriotism" in developing social housing, for the country and people, according to the Resolution of the 13th National Party Congress.
Emphasizing that the Party and the State have no higher goal than to bring independence and freedom to the nation, to safeguard national sovereignty and territorial integrity, and to ensure happiness and prosperity for the people, the Prime Minister urged delegates to think honestly, act honestly, achieve real results, and for the people to truly enjoy the fruits of their labor.
The government has issued a Resolution on the Project to build at least 1 million social housing units for low-income earners and science and technology workers in the period 2021-2030, as well as local housing development programs and plans. Specifically, the goal is to complete over 100,000 social housing units by the end of 2025.
Noting that to date, 696 social housing projects have been and are being implemented nationwide, providing approximately 640,000 apartments, the Prime Minister acknowledged this result as extremely encouraging, but noted that there is still a gap compared to the demand, so more effort is needed.
Therefore, the Prime Minister suggested that at this conference, delegates discuss thoroughly to propose tasks and solutions to accelerate the progress of rapid and sustainable social housing development; to meet the needs of those in need of social housing, with the goal of issuing a new Government resolution on this issue.

The Prime Minister emphasized that the resolution must provide mechanisms and policies that ensure the greatest benefit for all relevant stakeholders. This includes ensuring effective state management of social housing; defining the roles of local authorities; involving businesses in social housing development; supporting those in need of social housing; and diversifying credit sources for social housing.
The Prime Minister emphasized that the selection of enterprises participating in the development of social housing must be based on standards and procedures, be open and transparent, and simultaneously leverage the competitive advantages of enterprises while upholding their social responsibility, national solidarity, and compassion; enterprises must put themselves in the position and circumstances of those in need of social housing in order to develop social housing.
Local authorities must have social housing development plans that are consistent with other housing segments, ensuring that all housing segments have equal access to infrastructure such as transportation, telecommunications, electricity, water, culture, health, and education.
Prime land areas with favorable locations are being allocated for production and business; at the same time, infrastructure investment is being made to develop urban areas and housing in underdeveloped regions.
In particular, policies and their implementation regarding social housing must be most beneficial to social housing buyers, avoiding distortions of the policy.
