The Minister of Finance issued Directive No. 05/CT-BTC on strengthening management, operation and price stabilization during the Lunar New Year 2025.
Accordingly, the Minister of Finance requested the Heads of agencies and units under the Ministry of Finance; Directors of the Department of Finance, Directors of the Tax Department, Directors of the State Treasury of provinces and centrally-run cities, Directors of the Customs Department, Steering Committee 389 of the Ministry of Finance, Directors of the Regional State Reserve Departments to proactively and effectively implement tasks such as: Closely monitor the world's economic - political situation and inflation affecting Vietnam to have appropriate response solutions; update the supply - demand situation, domestic market prices to promptly advise on measures to manage, operate and stabilize market prices, especially before, during and after Tet, to avoid unusual fluctuations affecting economic - social life; strengthen the prevention of smuggling, trade fraud and counterfeit goods; strictly control tax declaration, settlement and tax refund.
Closely monitor the fluctuations of the Tet market
The Price Management Department is responsible for presiding over and coordinating with relevant units under the Ministry of Finance, functional units under ministries and branches to grasp information, closely monitor developments in supply and demand, market, and prices, especially for a number of essential consumer goods and important production materials with large price fluctuations; promptly advise the Ministry on appropriate price management and operation measures to stabilize market prices and control inflation; preside over the deployment of inspection teams, grasp the implementation of price management and stabilization work in a number of localities during the Lunar New Year 2025. Proactively organize the implementation of instructions from the Government, Prime Minister , Deputy Prime Minister - Head of the Price Management Steering Committee; promote the work of synthesizing information, analyzing and forecasting market price developments; Proactively develop a price management scenario for 2025 and advise and propose appropriate price management and operation measures; inspect and examine organizations and individuals under their authority to comply with price laws according to the inspection and examination plan approved by the Minister of Finance.
Strengthening price stabilization of essential goods and services to directly serve people's needs
The Departments of Finance are responsible for coordinating with other departments, branches and sectors to proactively advise the Provincial People's Committee to strengthen the management, operation and price stabilization in the area by closely monitoring the developments in supply and demand, market prices in the area before, during and after Tet, especially for essential goods and services that directly serve the needs of the people such as food groups, fresh food, tourism services, sightseeing, passenger transport services... and other essential goods related to production to promptly advise the Provincial People's Committee on price stabilization measures in accordance with the provisions of law, have plans to regulate and support the circulation of reasonable sources of goods, and promptly propose the issuance of national reserve goods in accordance with regulations.
At the same time, coordinate with relevant departments, branches, sectors and units to promote the implementation of price listing and declaration in the area according to their authority; inspect and examine the compliance with legal regulations on prices, taxes, fees and charges in the area; strictly handle violations according to regulations; coordinate with functional units to strictly, thoroughly and effectively implement the fight against smuggling, counterfeit goods and trade fraud; combat 3 revenue losses, tax fraud, reduce tax arrears; focus on managing state budget expenditures to ensure strictness, efficiency, thrift and compliance with regulations.
The Department of Finance coordinates with the Department of Industry and Trade and related units, based on the conditions and actual situation in the locality to promptly advise the Provincial People's Committee to implement the appropriate Market Stabilization Program in the locality; organize and seriously implement the market price reporting regime before, during and after Tet as assigned by the Provincial People's Committee.
Central agencies and organizations under the Ministry of Finance located in localities are responsible for coordinating with the Department of Finance and departments, branches and sectors to organize the implementation of management, operation and price stabilization in the area. Accordingly, the Customs Department needs to strengthen risk management, inspection, supervision and customs control, promptly detect, prevent, arrest and handle violations; preside over and coordinate with relevant units to promote activities to prevent smuggling, trade fraud and counterfeit goods at key routes and areas under the management of the unit.
The Regional State Reserve Department promptly issues national reserve goods according to the Prime Minister's Decision, the direction of the Ministry of Finance, and the General Department of State Reserves to ensure social security and hunger relief for people during the lean season and the Lunar New Year, and areas affected by natural disasters, storms, floods, and epidemics...
The Financial Inspectorate presides over and directs the inspection of compliance with laws on finance, accounting, taxes, fees, etc. at the request of competent authorities (if any). The General Department of State Reserves strictly controls the purchase and sale prices of national reserve goods and the import costs, issuance costs, and preservation costs of national reserve goods under its direct management; promptly proposes and directs the issuance of national reserve goods according to the decisions of competent authorities for localities affected by natural disasters, storms, floods, epidemics, and during the Lunar New Year and crop-break periods, etc.
Collect taxes, fees and charges correctly, fully and promptly
The General Department of Taxation directs professional units and Tax Departments of provinces and centrally-run cities to strengthen inspection and control against tax losses for enterprises with high tax risks; strengthen invoice management to prevent the buying and selling of invoices, the use of illegal invoices to legalize smuggled goods and tax evasion; promptly exchange information and coordinate with functional forces in the investigation, verification and handling of smuggling and tax fraud subjects.
The Tax Department directs the review and grasp of the subjects and sources of budget revenue in the area, manages tax declaration and payment of enterprises, organizations and individuals to collect correctly, fully and promptly taxes, fees, charges and other revenues to the state budget; strictly manages tax refunds, ensuring the right subjects and the right regulations, strengthens inspection, detection and prevention of tax evasion, tax fraud, tax arrears and transfer pricing.
Deploying the peak plan against smuggling, trade fraud and counterfeit goods during Tet
The General Department of Customs focuses its forces on doing a good job of customs clearance and releasing goods, avoiding congestion at border gates during Tet; closely coordinates with the Border Guard and Coast Guard forces in patrolling and controlling land and sea borders, strengthening the fight against smuggling, trade fraud and counterfeit goods; strengthens inspection and strict control of land border gates, seaports, river ports, international civil airports, international post offices and other locations under Customs control; implements the Plan for peak anti-smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025.
The Steering Committee 389 of the Ministry of Finance has strengthened its direction, inspection and urging of units under the Ministry of Finance to carry out anti-smuggling, trade fraud and counterfeit goods work according to the Plan to combat smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025 of the National Steering Committee 389.
Respond promptly to spending needs of units
The State Treasury manages the state budget to ensure that it fully and promptly meets the spending needs of the state budget at all levels and units transacting with the State Treasury. Directs and operates the State Treasury system to strengthen the control of state budget expenditures through the State Treasury, enhances the sense of responsibility of cadres and civil servants; implements payment control to ensure that the assigned budget is within the assigned budget, and control and payment records are in accordance with the provisions of law.
The local State Treasury shall control and pay state budget expenditures and other capital sources in the locality in accordance with the provisions of law; direct civil servants in charge of expenditure control to seriously perform their assigned work and tasks, not to take advantage of their functions and tasks to cause trouble, harassment, or profiteering when handling and resolving work related to budget spending units and investors; resolutely refuse to pay cases that do not meet the payment conditions as prescribed by law.
