According to the report from the Government's Steering Committee for Administrative Reform, administrative reform continues to achieve positive and comprehensive results: Many important reform institutions and policies have been approved by competent authorities. Administrative procedure reform is closely linked to digital transformation and public service provision, which is being strongly implemented, bringing many new efficiencies, new values and new benefits to people and businesses; many new reform models are being piloted and applied in many places.

There have been many clear changes in the arrangement and consolidation of the organizational apparatus. 27/27 decrees regulating the functions and tasks of central ministries and branches have been completed; 19/19 ministries have issued circulars guiding the functions, tasks and powers of specialized agencies under the People's Committees at provincial and district levels.

The reform of the civil service system has made many breakthroughs with a series of new institutions, mechanisms and policies being issued or amended and supplemented. Public finance reform has been focused on, managed strictly and effectively; financial and budgetary discipline and order have been strengthened; many policies on tax, fee and charge exemption, reduction and extension have been approved, facilitating production and business activities.

The construction and development of e-Government and digital Government have seen many changes, with the highlight being the achievements in implementing digital transformation tasks; national and specialized databases have been built and operated more and more effectively; the legal framework continues to be improved; the provision of online public services has gradually become more substantial, people and businesses benefit more,...

The report also pointed out that the achievements of administrative reform in the past year of ministries, branches and localities have been basically quantified, demonstrated through the results of the 2023 PAR Index scores and rankings of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities.

Since its implementation, the PAR Index has continued to affirm itself as an important management tool and an important measure to help clearly identify strengths and weaknesses in the implementation of PAR tasks of each ministry and province; at the same time, individualize the responsibility of each individual and organization in implementing PAR tasks, contributing to improving the effectiveness of leadership, direction and administration of heads of ministries, branches, localities and agencies and units.

On the side of the Ministry of Natural Resources and Environment , in his role as a member of the Government's Steering Committee for Administrative Reform, Minister Dang Quoc Khanh regularly directs that administrative reform is the task of the entire political and social system, aiming to comprehensively reform the state administrative system, helping state agencies operate more effectively and efficiently, serving the people and meeting the requirements of better socio-economic development in the new situation.

In meetings with units of the Ministry of Natural Resources and Environment, the Ministry's leaders, Minister Dang Quoc Khanh requested the Department of Personnel Organization and the Ministry's Office to always regularly coordinate with units to review and complete the Ministry's leaders to issue internal procedures for handling administrative procedures; coordinate the implementation, guidance, inspection and supervision of the implementation of the Plan on innovation in implementing the one-stop, one-stop mechanism in handling administrative procedures of the Ministry of Natural Resources and Environment; coordinate with the Department of Digital Transformation and Information on Natural Resources and Environment data to focus on coordinating to complete, edit, supplement and standardize the functions of the Document and Work File Management System; Online Public Service System and Electronic One-Stop System.
