(TN&MT) - The Minister of Natural Resources and Environment has just signed Decision 166/QD-BTNMT promulgating the Action Program of the Natural Resources and Environment sector to implement Government Resolution No. 01/NQ-CP dated January 8, 2025 on the main tasks and solutions for implementing the socio-economic development plan and state budget estimate for 2025 and Government Resolution No. 02/NQ-CP dated January 8, 2025 on the main tasks and solutions to improve the business environment and enhance national competitiveness in 2025.
The Ministry of Natural Resources and Environment's action program to implement Government Resolutions 01/NQ-CP and 02/NQ-CP is an important step that helps the natural resources and environment sector make a positive contribution to the sustainable development of the country. With comprehensive, decisive, and effective solutions, the natural resources and environment sector will contribute to improving the business environment, protecting natural resources, ensuring environmental security, and effectively responding to climate change, towards a sustainable and prosperous Vietnam.
12 specific tasks
The year 2025 holds special significance, as it is a year of acceleration, breakthroughs, and reaching the finish line. It is the final year of implementing the 2021-2025 five-year socio -economic development plan, the year of holding Party congresses at all levels leading up to the 14th National Congress of the Communist Party of Vietnam, and a year of preparing and consolidating fundamental elements as a prerequisite for our country to confidently enter a new era – an era of national prosperity and strength, aiming to successfully achieve the goals of the Development Strategy.

To effectively manage and utilize natural resources, protect the environment, proactively respond to climate change for national development, and create a solid foundation for achieving the goals and strategic directions of national development in the 2021-2025 period, the main tasks for 2025, the Action Program of the Ministry of Natural Resources and Environment, will focus on 12 specific tasks.

In this context, the Ministry of Natural Resources and Environment will continue to improve the legal system regarding natural resources to meet the requirements of effective land and resource management and utilization, environmental protection, sustainable marine economic development, and proactive response to climate change, with the spirit of placing people and businesses at the center, as subjects, as goals, and as driving forces. Administrative reforms will be accelerated to enhance the effectiveness and efficiency of state management; improve the investment and business environment, creating favorable conditions for business development. The responsibility of leaders in fulfilling accountability and ensuring transparency will be emphasized. A spirit of responsibility, self-reliance, self-improvement, innovation, and creativity will be promoted; boldness in thinking, acting, and taking responsibility; decisiveness and effectiveness in action will be ensured; and the aspiration for national development will continue to be fostered and promoted.
In addition, the sector is focusing on implementing the tasks and solutions in the Government's Action Program to implement Resolution No. 18-NQ/TW dated June 16, 2022, of the Fifth Plenum of the 13th Central Committee of the Communist Party of Vietnam on "Continuing to innovate and improve institutions and policies, enhance the effectiveness and efficiency of land management and use, and create momentum to make Vietnam a high-income developed country." It is also implementing the 2024 Land Law, continuing to develop and submit for promulgation guiding documents for its implementation, and comprehensively and effectively implementing land management.
In addition, the sector focuses on disseminating new laws on water resources to relevant ministries, localities, organizations, and individuals to ensure the effective implementation of new water resource policies and laws; it also focuses on perfecting the legal framework in the field of geology and minerals, including detailed regulations and guidelines for the implementation of certain articles of the Law, and standards and regulations in the field of geology. Furthermore, it aims to improve state management of the efficient exploitation and use of mineral resources and environmental protection.

The sector also continues to improve the legal framework for environmental protection in general and environmental pollution control, nature conservation, and biodiversity in particular; controlling and fundamentally limiting the increase in environmental pollution and biodiversity degradation; continuing to improve the quality of the living environment; conserving nature and biodiversity, aiming for the sustainable development of the country. It continues to maintain and operate the national environmental information system and database to meet the requirements of e-government in the Natural Resources and Environment sector; researching and proposing solutions for applying information technology and digital transformation in the field of nature conservation and biodiversity; and reporting on indicators, targets, and directives on biodiversity within the scope, authority, and responsibility of the Ministry.
In the field of meteorology and hydrology, the Ministry of Natural Resources and Environment focuses on developing the meteorological and hydrological sector comprehensively and synchronously towards modernization and automation, with sufficient capacity for state management and law enforcement in meteorology and hydrology nationwide, improving the capacity for observation, forecasting, and warning of meteorological and hydrological events, with a focus on forecasting and warning of natural disasters related to typhoons, tropical depressions, heavy rains, floods, flash floods, landslides, and issuing flood warnings to meet the requirements of socio-economic development and serve disaster prevention and mitigation in the new situation.

The Ministry of Natural Resources and Environment also continues to develop and refine detailed regulations and guidelines for implementing climate change response provisions in the Law on Environmental Protection, including standards and regulations on climate change and ozone layer protection. It implements strategies, plans, and action programs to fulfill commitments made at COP26, focusing on achieving net-zero emissions by 2050; and monitors and evaluates climate change adaptation activities and greenhouse gas emission reduction activities. Furthermore, it promotes the integration of climate change response into strategies, plans, and the implementation of initiatives and commitments made by Vietnam at COP28.
In the field of surveying and mapping, the sector continues to improve policies and laws on surveying and mapping. It strengthens state management of surveying and mapping at the local level. It completes the construction and updating of the national geographic database and the national large-scale topographic map system, serving the Prime Minister's guidance and direction, regional planning, provincial planning, specialized planning, socio-economic development, digital infrastructure development, and digital transformation.
Regarding the marine and island sector, the Ministry of Natural Resources and Environment continues to build and improve mechanisms, policies, and laws on integrated resource management and environmental protection of the marine and island areas; and to implement comprehensive solutions for the sustainable development of Vietnam's marine economy as outlined in Resolution No. 36-NQ/TW, the Strategy for Sustainable Exploitation and Use of Resources and Environmental Protection of the Marine and Islands until 2030, with a vision to 2050; the National Marine Spatial Planning for the period 2021-2030, with a vision to 2050; and the Master Plan for Sustainable Exploitation and Use of Coastal Resources for the period 2021-2030, with a vision to 2050.

Regarding the field of remote sensing, the Ministry of Natural Resources and Environment continues to improve the legal framework serving state management of remote sensing; promotes the application of remote sensing technology in basic resource surveys, supporting socio-economic sectors, and ensuring national defense and security; and continues to effectively implement the orientation of the National Remote Sensing Development Strategy to 2030, with a vision to 2040, focusing on managing and monitoring resources and the environment using remote sensing technology to serve socio-economic development and ensure national defense and security.
The Ministry of Natural Resources and Environment is also focusing on building and perfecting policies and mechanisms to facilitate the digital transformation of natural resources and environment; perfecting technical regulations to create a legal basis for natural resources and environment databases, connecting and integrating national databases to serve the implementation of administrative procedures in an electronic environment, management, and professional work; transforming working methods to a digital environment; the natural resources and environment sector will adopt a digital approach, with data as the central focus, digitizing data at the source, managing, sharing, analyzing, processing, and synthesizing... using digital technology.
Furthermore, the sector also focuses on strengthening inspection and supervision work, fulfilling assigned functions and tasks, implementing the provisions of the Law on Prevention and Combat of Corruption and the Law on Practicing Thrift and Preventing Waste; effectively carrying out inspection work and resolving complaints and denunciations. Strictly handling negative behaviors, harassment, and violations of the law in public service activities. Focusing on resolving outstanding, complex, and long-standing cases.
6 key perspectives and priorities for management and operation.
With the involvement of the entire political system, under the correct leadership of the Party, the decisive, proactive, flexible, creative, and unified management of the Government, the Prime Minister, all levels, sectors, and localities; the trust, agreement, support, and sharing of the people and the business community; and the attention and assistance of international friends, the Ministry of Natural Resources and Environment has led and directed the entire sector to closely adhere to Government Resolutions No. 01/NQ-CP and No. 02/NQ-CP, maintaining the spirit of solidarity, self-reliance, and self-strength, strongly promoting the determination to innovate, make breakthroughs, be proactive, and dare to think and act according to the theme " Discipline and responsibility; proactive and timely; streamlined and efficient; creating momentum for breakthroughs" with 6 guiding principles and priorities for management.
Specifically, the sector closely followed and decisively and effectively implemented the Resolution of the 13th National Congress of the Party; the Resolutions and Conclusions of the Central Committee, the National Assembly, the Government, and the directives of the Prime Minister. It focused on implementing decisively, synchronously, and effectively, achieving the highest possible results in the viewpoints, objectives, tasks, and solutions of the Socio-Economic Development Strategy 2021-2030 and the 5-year plans for the period 2021-2025, with a focus on the three strategic breakthroughs, six key tasks, and twelve main groups of solutions. It closely coordinated among agencies within the political system; proactively and actively prepared and successfully organized Party Congresses at all levels leading up to the 14th National Congress of the Party; and focused on summarizing and evaluating the 5-year plans for the period 2021-2025 and developing the 5-year plans for the period 2026-2030.

The Ministry of Natural Resources and Environment continues to adhere to the principle of using development to maintain stability, and stability to promote development; continuing to promote rapid and sustainable growth based on maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; promoting and renewing traditional growth drivers, and strongly developing new growth drivers in digital transformation and green transformation... Proactively seizing and effectively exploiting opportunities from both inside and outside the economy; ensuring harmony between economic development and cultural and social development, environmental protection, adaptation to climate change, and national defense and security.

In addition, the Ministry of Natural Resources and Environment is focusing on innovating and reorganizing its structure to be "Lean - Efficient - Strong - Effective - Effective" and has breakthrough mechanisms and policies to protect officials who dare to think, dare to act, and dare to take responsibility for the common good.
At the same time, it is essential to strongly awaken the spirit of patriotism, the will for national self-reliance, the strength of national unity, and the aspiration for a prosperous and happy country; to promote the cultural values and human resources of Vietnam and the strength of the entire nation; to improve the quality of human resources, promote science and technology, innovation, and new industries and fields to meet the requirements of development in the new situation.
To effectively manage and utilize natural resources, protect the environment, and proactively respond to climate change for national development, creating a solid foundation for achieving the goals and strategic directions of national development in the 2021-2025 period, the Ministry of Natural Resources and Environment requests its affiliated units and the Departments of Natural Resources and Environment of provinces and centrally-administered cities to enhance their sense of responsibility and focus on implementing decisively, synchronously, and effectively the main goals, tasks, and solutions for the natural resources and environment sector in 2025.
