Minister of Home Affairs reviews the two-level government model in Lam Dong

On October 9, the working delegation led by comrade Pham Thi Thanh Tra, member of the Party Central Committee and Minister of Home Affairs, had a working session to review the implementation of the new two-level local government model.

The focus of the working session was to evaluate the performance of functions and tasks in 10 communes in Duc Trong - Don Duong area and the organization and operation of the Agricultural Technical Station in Duc Trong - Don Duong area.

Attending the meeting were representatives of the Department of Home Affairs, Department of Agriculture and Environment of Lam Dong province, leaders of specialized departments and offices, and representatives of the People's Committees of 10 communes (including Don Duong, Ka Do, Quang Lap, D'ran, Hiep Thanh, Duc Trong, Tan Hoi, Ninh Gia, Ta Hine, Ta Nang).

Reporting to the working delegation, the leader of Lam Dong Department of Home Affairs outlined the province's two-level local government model after merging with Binh Thuan and Dak Nong provinces (according to Resolution No. 202/2025/QH15 of the National Assembly), making Lam Dong the province with the largest natural area and population in the country.

After the reorganization, Lam Dong province has 124 communes, wards, and special zones. Up to now, 10/10 communes in the Duc Trong - Don Duong area in particular and commune-level units in the whole province in general have completed the establishment of specialized agencies including: Office of the People's Council and People's Committee, Department of Culture - Society, Department of Economy, and Public Administration Service Center.

Basically, the government apparatus has been stable, meeting the requirements of state management and handling administrative procedures for the people. Although the civil servants were transferred from many sources and were still confused when taking on new positions that were not really suitable for their strengths, they showed a sense of responsibility, enthusiasm and received timely support from departments and branches.

Facilities and working equipment are fully arranged; many communes have been transferred cars to serve the work. However, there are still special cases such as Ta Nang commune, where the Party Committee, People's Council, People's Committee and Commune Police headquarters are 6km apart, causing difficulties in directing and operating.

In the process of implementing the two-level government model, in many communes, wards and special economic zones, a number of creative and practical solutions and approaches have emerged, contributing to improving operational efficiency.

However, the process of operating the new government model has also revealed many difficulties and problems, mainly focusing on the issue of staffing and job positions. Specifically, the commune level is currently undertaking up to 1,065 tasks transferred from the district level. Meanwhile, each commune has only two specialized departments, but must simultaneously be under the management and professional direction of 5-6 provincial departments. This leads to a situation of overload in terms of workload, especially in the work of synthesis, reporting and statistics.

In addition, the total number of commune-level officials and civil servants in Lam Dong province is 663 people short of the assigned staff in 2025.

For localities with large populations (over 60,000 people, such as Duc Trong commune), the regulation that 1 Vice Chairman at the commune level is also the Director of the Public Administration Service Center (PVHCC) is leading to a shortage of deputies to advise and assist the Chairman of the People's Committee in managing other important areas, especially socio-economic areas.

In addition, a major problem at present is that the State Treasury does not have a legal basis to pay early retirement benefits to 161 cases approved by the Provincial People's Committee on August 31, 2025, because current regulations require decisions to be issued before this date. In this situation, Lam Dong province has sent documents to central ministries and branches requesting guidance and removing difficulties to ensure the rights of the subjects in accordance with regulations.

Reporting on the operation of the Duc Trong - Don Duong Regional Agricultural Technical Station (established on the basis of merging the Agricultural Centers of the two districts), Mr. Le Quang Trung, Station Chief, said that the Station has been effective in preventing and controlling diseases on crops and livestock (such as African Swine Fever, FMD). The concentration of highly specialized forces helps to quickly handle diseases and limit their spread.

However, the Station also encountered difficulties when the tasks of the old Agricultural Center were mostly transferred to the People's Committee at the commune level, causing the Regional Agricultural Technical Station model to not be fully effective.

The issue of human resources is also a big challenge. Currently, communes do not have veterinary, crop and plant protection staff in the communes, making propaganda, mobilization and disease prevention monitoring at the grassroots level difficult. In addition, the orientation of transferring specialized officials to the commune level according to Notice 371-TB/VPTW may lead to the dispersion of the force and cause difficulties in traveling, away from home, especially for women. The Station representative also recommended that the Minister consider the salary regime for agricultural officials.

At the conference, to ensure that the two-level government operates in a streamlined, effective and efficient manner, Lam Dong province made many proposals and recommendations to the Minister of Home Affairs and the Government. Notably, it is necessary to remove obstacles in the payment of benefits for those who quit their jobs according to Decree No. 178/2024/ND-CP (such as 161 cases approved on August 31, 2025).

Advise the Government to amend Decree No. 29/2024/ND-CP dated March 6, 2024 of the Government stipulating standards for titles of civil servants in leadership and management positions in state administrative agencies. In particular, standards for titles of leadership and management positions at the commune level are added.

Consider and submit to the Government amendments to Decree 150/2025/ND-CP to increase the number of specialized departments at the commune level and increase the number of Vice Chairmen of the People's Committee at the commune level and deputy heads of specialized departments according to population size.

Early advise the Government to issue a Decree on job positions and have orientations for staff allocation in 2026 and the period 2026 - 2031.

Consider and allow the transfer of technical staff (belonging to stations of the Department of Agriculture and Environment) to civil servant staff to serve local work.

There are additional support policies (regimes, public housing) for agricultural officials when transferred to the commune level, and at the same time, review professional qualifications at the commune level to arrange suitable personnel, avoiding the situation of working in the wrong field...

In her concluding remarks at the meeting, Minister Pham Thi Thanh Tra acknowledged all the achievements, practical shortcomings and discussed some additional contents to clarify the legitimate recommendations from Lam Dong province, especially at the commune level, to continue perfecting the 2-level local government model in the coming time.
