The Lao Cai - Hanoi - Hai Phong railway construction investment project has a total main line length of 390.9 km, the section passing through Lao Cai province is 143.29 km long (the starting point is at the rail connection point with China, the end point is Au Lau ward, Lao Cai province).
The route has 18 stations (3 train stations, 15 mixed stations) and 13 technical stations; of which, Lao Cai province has 4 stations and 5 technical stations. The total investment of the project is 203,231 billion VND.

Accordingly, Lao Cai province has established a Steering Committee headed by the Provincial Party Secretary. The Provincial People's Committee has issued a plan to organize site clearance for the Lao Cai - Hanoi - Hai Phong railway; coordinate with the Railway Project Management Board to hand over route documents, determine the scale of resettlement, count and count affected households.
Up to this point, the northern region of Lao Cai has completed measuring 66.1 km of route, counting 1,196 households; the southern region has completed measuring 724.72 hectares with 3,294 affected households.

The province plans to build 45 resettlement areas for 1,766 households; 19 in the North and 26 in the South, with a total construction cost of VND635 billion. The provincial People's Committee also approved investment in land leveling and technical infrastructure projects to relocate 104 production facilities out of industrial parks and clusters within the project area, with a total investment of nearly VND1,000 billion.
Lao Cai Province proposed that the Railway Project Management Board promptly complete the feasibility study report and the site clearance marker marking dossier, hand it over to the province as a basis to accelerate the site clearance progress, ensuring the goal of starting the project on December 19, 2025 and implementing the construction of resettlement areas in 2025 as directed by the Prime Minister. At the same time, the Provincial People's Committee requested the Ministry of Construction to continue directing the Vietnam Railway Administration to coordinate with the China Railway Administration to urgently agree on the rail connection plan between the new Lao Cai Station and Hekou Bac Station. Completing the above contents is a prerequisite for the Lao Cai - Hanoi - Hai Phong railway project to be implemented on schedule, synchronously and effectively.
Conducting a field inspection and monitoring the route map in Lao Cai province, Minister Tran Hong Minh requested consulting units, relevant units and local authorities to report specifically on the current status of technical infrastructure, site clearance capacity, impacts on residents and other related factors. Units and localities reported in detail on project portfolios, with special attention paid to optimal route options, minimizing site clearance and impacts on residents and local planning.

During the inspection, Minister of Construction Tran Hong Minh highly appreciated the proactive spirit and close coordination of units and localities in the preparation process for the project. Minister Tran Hong Minh emphasized that the Lao Cai - Hanoi - Hai Phong railway is an important national key transport project, creating favorable conditions for the import and export of goods, promoting the development of logistics and industry in the midlands and mountainous areas of the North.
The Minister of Construction requested units and localities to coordinate closely in the pre-feasibility study, ensuring that the project implementation is consistent with regional planning, urban and rural planning along the route. At the same time, ensure harmony between technical and environmental factors, associated with sustainable development, contributing to improving people's lives.

The Minister suggested that localities continue to review related planning, proactively propose mechanisms and policies to report to the central government for consideration and timely removal of difficulties and obstacles.
