Implementing the Resolution of the 11th Conference of the 13th Party Central Committee, the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc and Hoa Binh provinces have proactively coordinated, exchanged, united and reached high consensus in viewpoints, promptly issued leadership and direction documents, creating favorable conditions for organizations, agencies and units of the three provinces to coordinate in implementing tasks.
The Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc and Hoa Binh have focused on directing the reorganization, streamlining of the apparatus, streamlining of staff, restructuring and improving the quality of cadres, civil servants and public employees. The projects for rearranging administrative units were built to ensure scientific , strict, democratic and objective principles, and were thoroughly discussed and consulted with the opinions of the people, cadres, party members and relevant agencies.
To date, the three provinces have completed 6/14 tasks, including establishing a Steering Committee to develop a project to merge and reorganize commune-level administrative units; collecting public opinions on amending and supplementing a number of articles of the 2013 Constitution; and issuing documents to direct the management and use of assets and headquarters before, during and after the reorganization of administrative units.
Regarding the settlement of regimes and policies when implementing the arrangement, up to now, Phu Tho province has resolved 260 cases, with a support budget of over 285 billion VND; Vinh Phuc province has resolved 199 cases, with a support budget of over 215 billion VND; Hoa Binh province has paid for 102 cases with a support budget of over 152 billion VND.
Regarding the preparation for the Party Congresses at all levels towards the 14th National Party Congress, the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh met and carried out step 1 of the personnel work process. The preparation of congress documents was directed by Party committees at all levels to be prepared seriously and thoughtfully, from drafting documents to organizing well the collection of comments from all components according to regulations.
The conference also reported on private economic development in the spirit of Resolution 68; Breakthrough results in science, technology, innovation, and national digital transformation according to Resolution 57; implementation of decentralization and delegation of power associated with the 2-level local government model...
Speaking at the meeting, Senior General Luong Tam Quang emphasized: Phu Tho, Vinh Phuc, Hoa Binh are three provinces with important strategic positions in politics, economy, culture, national defense and security of the Northern midland and mountainous region and the Red River Delta. Therefore, merging the three provinces is not simply a solution to reorganize the administrative unit but a resonance of strategy, vision, and development capacity to form a new administrative unit with a large enough scale, potential and ability to make a strong breakthrough, capable of deeply integrating into the national and global value chain to lead the Northern midland region into a new stage of development.
The Minister suggested that the Standing Committees of the three provincial Party Committees focus on leading and directing the preparation for party congresses at all levels, especially the preparation for the provincial party congress after the merger for the 2025-2030 term; arranging the merger of provincial and communal administrative units, building two-level local governments according to the roadmap, achieving the set goals and requirements. In particular, high priority is given to the work of building documents for the provincial party congress after the merger, ensuring the crystallization of collective intelligence, proposing policies, solutions, and strategic breakthroughs for the new province to rise to become an important growth pole of the region.
Carefully prepare personnel work for Party congresses at all levels, select the most worthy people for Party committees at all levels; organize two-level local governments to ensure effectiveness and efficiency with the spirit of "the new must be better than the old", and the people must be better served.
Focus on directing the effective implementation of the four pillars of the Politburo's Resolution on breakthroughs in science, technology, innovation and national digital transformation. In particular, leaders at all levels must be exemplary and pioneers in innovation, taking actual effectiveness as a measure of capacity and working ability.
