Delegate Tran Van Lam (Bac Giang): Bac Giang has two traffic bottlenecks that voters have reported in many National Assembly sessions: Cam Ly Bridge (built in 1979, on National Highway 37) with a very large traffic volume, frequent congestion, and potential for many traffic accidents, and Hanoi - Bac Giang Expressway (January 2016) also has a very large traffic volume due to congestion at Nhu Nguyet and Xuong Giang Bridges, which have only two lanes. Nhu Nguyet Bridge has been approved by the Prime Minister for expansion investment, however, Xuong Giang Bridge has not been expanded.

Minister, please let us know whether the two traffic bottlenecks of Bac Giang province can be resolved during this term?

Delegate Tran Thi Van (Bac Ninh): The Yen Vien-Cai Lan railway project was implemented in 2005 and is currently suspended. After 18 years, the project is in a state of bridges waiting for roads, while roads are waiting for rocks to be poured to install rails, causing huge waste. Thousands of households in Bac Ninh, Hai Duong, and Quang Ninh are affected by the project. Will the project continue to be implemented or not, and if so, when? Does the Minister have any advice for the Government and the National Assembly to resolve pending and prolonged projects?

Delegate Nguyen Van Manh (Vinh Phuc): Currently, some national highways do not meet travel needs, many roads are seriously degraded, affecting people's travel needs and socio-economic development.

Some provinces have proposed to the Ministry of Transport and the Government that there should be a mechanism allowing provinces to use local budgets to invest in expanding these routes, serving travel needs and socio-economic development, and then hand them over to local management. What is the Minister's opinion on this issue?

Deputy Nguyen Thanh Hai (Thua Thien - Hue): Currently, the Prime Minister has directed not to encourage investment in 2-lane highways, which causes waste of investment capital, is ineffective, and takes time. In Thua Thien - Hue, there are 2 routes La Son - Tuy Loan and La Son - Can Lo, which have actually promoted investment efficiency, but due to small scale, low traffic volume and speed, National Highway 1A must still be used, leading to traffic accidents still occurring. So, with small-scale projects, does the Minister have a plan to review the routes for upgrading and expansion?

Delegate Dang Bich Ngoc (Hoa Binh): Recently, many provinces have closed down their inspection centers due to violations, causing frustration and difficulties for businesses. Through contact with voters, it has been proposed to reopen these centers. What solutions does the Minister have?

Reporting before the question-and-answer session, Minister of Transport Nguyen Van Thang said he was honored to participate in the question-and-answer session during this National Assembly session.

With a spirit of openness and responsibility, Mr. Thang said that the Ministry of Transport always listens to and fully absorbs opinions and is making every effort, striving, and determined to successfully implement the policies and strategies of the Party and State in developing transport infrastructure, in order to promptly complete strategic transport infrastructure projects.

According to Mr. Thang, besides the achieved results, there are still some shortcomings and limitations that need to be focused on, resolutely handled and resolved, such as traffic accidents, although they have been reduced, are still at a high level; violations in the field of vehicle registration have caused public outrage; training, testing, granting, revoking and managing licenses to operate road and inland waterway vehicles still show limitations, with potential risks of negativity.

“I myself have only had more than 7 months of experience in this field. Therefore, the profound, dedicated and responsible contributions of the National Assembly deputies are the motivation and knowledge that helps me and the transport sector strive to fulfill the tasks and responsibilities assigned by the Party, State and people,” said Mr. Thang.
