At the question-and-answer session on the financial sector on the morning of June 19, delegate Pham Thi Minh Hue ( Soc Trang ) stated that since 2020, the Government has directed the implementation of many solutions to support taxes, fees, and land rents for people and businesses with a total scale of about 900,000 billion VND.
However, the context in 2025 and the coming time is forecast to be very complicated, with many difficulties and major challenges that will significantly affect production, business, export and economic growth.
She asked the Minister to inform her about the solutions and tax and fee policies that are being and will continue to be implemented to support people and businesses in 2025 and in the coming time.
Responding to this content, Minister of Finance Nguyen Van Thang said that solutions on taxes, fees, and land rents are being implemented to support people and businesses.
"The Ministry of Finance is trying very hard to promptly advise on many policies to exempt, reduce, extend taxes and fees and support people and businesses when the country is facing difficulties during the COVID-19 pandemic and post-COVID-19 period," said Mr. Thang.
Mr. Thang said that with tax and fee policies, businesses have less difficulty and operate more strongly, business households have improved, and have returned to contributing to the budget.
At this session, the Government continued to submit to the National Assembly a 2% reduction in value-added tax for the last 6 months of 2025 and the whole year of 2026, as well as continuing to implement the policy of exempting agricultural land use tax until 2030.
"We calculate that the total tax and fee support expected in 2025 will decrease by about 204,000 billion VND. In 5 months, we have supported businesses and people with about 88,000 billion VND.
I believe these policies will continue to be effective, supporting production and business and promoting the domestic market to achieve the growth target by 2025," Minister Thang explained.
He added that the Ministry of Finance is urgently continuing to research and advise on the issuance of a resolution of the National Assembly Standing Committee on adjusting the family deduction level of personal income tax.
At the same time, submit to the Government to adjust the decree on reducing land rent in 2025. These are the next policies to support businesses.
The Minister stated that he will continue to closely monitor the situation of businesses, people, and production and business activities to promptly advise and continue to propose timely support policies.
Amending the Law on Personal Income Tax in a simplified order
Previously, in a discussion on the sidelines of the National Assembly session on the afternoon of June 18, Deputy Prime Minister Ho Duc Phoc said that the revised Law on Personal Income Tax will be submitted to the National Assembly for consideration and approval at the 10th session, according to a shortened program.
The adjustment of the Personal Income Tax Law as well as the increase in family deductions is an issue that has received much attention from voters and delegates in recent times.
National Assembly Delegate Tran Hoang Ngan (HCMC) said this project should be submitted to the National Assembly for consideration and approval at the 10th session - the time when the full term of the 15th National Assembly ends.
He said that in recent meetings with voters, voters often mentioned this issue, so he hopes that the National Assembly will consider and pass it at the end of this year's session and the draft law will officially take effect from the beginning of 2026.
