Minister Nguyen Kim Son: Salary and income of teachers with contracts are still low

On the afternoon of May 23, the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 6th session of the 15th National Assembly.

During the discussion, some delegates were concerned about the fact that although voters' petitions sent to ministries and branches have been received and considered for resolution by the ministries and branches, for a long time there have been no results, or they have not met requirements.

Delegate Chu Thi Hong Thai ( Lang Son province delegation) reflected: there are some recommendations from voters about the shortage of teachers but they have not been completely resolved.

According to the delegate, in reality, there is a shortage of teachers but it is still necessary to reduce the staff by 10% according to the roadmap.

The lack of teachers compared to the assigned quota affects teaching assignments at schools, leading to some teachers having to teach outside their field of expertise.

Therefore, delegate Thai recommended that the Government continue to research solutions to address the shortage of teachers.

According to Ms. Thai, the Ministry of Education and Training has issued Circular 20, providing guidance on job positions, staff structure according to professional titles, and quotas for the number of people working in public general education institutions and specialized schools.

However, during the implementation process, some new problems arose. Therefore, the delegate suggested that the ministry study and consider appropriate amendments.

Solving the teacher shortage

Responding to the above issue, Minister of Education and Training Nguyen Kim Son said that after the 6th session, the ministry had thoughtfully responded to more than 200 opinions and recommendations from voters.

Regarding some issues that voters are not satisfied with, the ministry is studying and continuing to resolve them. According to him, there are currently two points that the Ministry of Education and Training is continuing to resolve.

Specifically, Decree 116 of the Government regulating support policies for students in especially disadvantaged areas has had some shortcomings during its implementation.

Therefore, the ministry has drafted a replacement for this decree and is submitting it to the Government Office for final review before submitting it to the Government Standing Committee for promulgation.

Regarding the shortage of teachers, Minister Nguyen Kim Son said that the ministry has recently had many solutions to address this situation, including signing contracts for teachers.

However, according to the minister, there are still problems and difficulties due to lack of resources. For example, salaries and incomes for teachers who sign contracts are still low, not motivating workers. Many localities are still hesitant to sign contracts with teachers according to Decree 111.

"In the near future, we will review and make recommendations to continue reviewing related contents with the Ministry of Home Affairs," said Mr. Son.

He emphasized that the spirit will be extremely urgent, the highest principle is to serve reality and solve practical problems according to the requirements of life and the aspirations of voters.
