General and Minister of National Defense Phan Van Giang, 63 years old, achieved the highest confidence among 44 positions that received a vote of confidence at the National Assembly on October 25.

The results of the vote of confidence for 44 positions elected or approved by the National Assembly were announced this afternoon, according to three levels of high confidence, confidence, and low confidence . The total number of ballots issued and collected was 481.

For the first time being voted, Minister of National Defense Phan Van Giang received 448 high confidence votes, 29 confidence votes, and 4 low confidence votes . He is the first Minister of National Defense and Government member to have the most high confidence votes through four times the National Assembly voted.

In three votes in 2013, 2014, and 2018, Ms. Nguyen Thi Kim Ngan (former Vice President and President of the National Assembly ) was in the lead.

The second highest voter is National Assembly Chairman Vuong Dinh Hue with 437 high-confidence votes, 32 confidence votes , and 11 low-confidence votes . This is the second time Mr. Hue has received a vote of confidence in the National Assembly. Compared to 2018 when he held the position of Deputy Prime Minister, his high-confidence votes have increased by 83.

Vice Chairman of the National Assembly Tran Quang Phuong achieved the third highest confidence with 426 high confidence votes, 49 confidence votes , and 3 low confidence votes .

Vice President Vo Thi Anh Xuan achieved the fifth highest confidence . She is the only person in the President's bloc to be voted on this year, with 410 high confidence , 65 confidence and 6 low confidence . President Vo Van Thuong is one of five people who did not receive a confidence vote because they were elected by the National Assembly in the year of voting.

The person with the highest vote of confidence in the National Assembly bloc is National Assembly Chairman Vuong Dinh Hue, followed by National Assembly Vice Chairman Tran Quang Phuong, National Assembly Permanent Vice Chairman Tran Thanh Man and Secretary General and Head of the National Assembly Office Bui Van Cuong.

In the Government bloc , Prime Minister Pham Minh Chinh received 373 high confidence votes; 90 confidence votes and 17 low confidence votes.

Deputy Prime Minister Le Minh Khai and five ministers went through two rounds of voting. This year, Deputy Prime Minister Le Minh Khai received 384 high confidence votes, 90 confidence votes and 6 low confidence votes . Five years ago, when he was the Government Inspector General, he received 304 high confidence votes, 158 confidence votes and 12 low confidence votes .

All five ministers had high confidence votes, increasing compared to the 2018 vote. Of which, Minister of Planning and Investment Nguyen Chi Dung increased dramatically from 169 to 312; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung increased from 258 to 279; General To Lam, Minister of Public Security increased from 273 to 329; Minister of Justice Le Thanh Long increased from 318 to 371; Minister of Finance Ho Duc Phoc increased from 245 to 334 (in 2018 he was the State Auditor General).

In the Judiciary , Chief Justice of the Supreme People's Court Nguyen Hoa Binh achieved 311 high confidence votes , 142 confidence votes and 28 low confidence votes . Mr. Binh is the only person to have received a vote of confidence four times, from 2013, 2014, 2018 to 2023.

Mr. Binh's high confidence votes have increased over the years. As Chief Justice of the Supreme People's Procuracy, he received 198 high confidence votes in 2013 and 207 high confidence votes in 2014. As Chief Justice of the Supreme People's Court, he received 286 high confidence votes in 2018, an increase of 45 votes this time.

Supreme People's Procuracy Chief Justice Le Minh Tri increased his number of high confidence votes from 204 in 2018 to 337 this year.

State Auditor General Ngo Van Tuan received his first vote of confidence in the National Assembly, achieving 292 high confidence votes , 173 confidence votes and 14 low confidence votes .

In this vote of confidence, no senior official had more than half of the total number of delegates give him a low confidence rating, which would put him in a position where he "can resign" according to regulations.

The National Assembly Chairman said that the vote of confidence aims to improve the effectiveness and efficiency of the National Assembly's supervisory activities; improve the quality and efficiency of the state apparatus; and contribute to assessing the prestige and performance of the assigned tasks and powers of the person being voted on.
