General Secretary To Lam emphasized that although the functions, tasks and scale of the force organization are different and specific to each force, the People's Army, the People's Public Security and the Vietnamese Foreign Affairs are all steadfast in the goal and ideal of national independence associated with socialism, being the core force in protecting and building the peace of the Fatherland, fighting with the entire people for national liberation, national unification, firmly protecting the Fatherland, protecting the Party, the State, the people and the socialist regime, ensuring national security, strengthening foreign affairs, cooperation, international integration, enhancing the international position and prestige of Vietnam.

The General Secretary shared that during his lifetime, President Ho Chi Minh taught: Our people have two forces. One is the Army, to fight foreign invaders, to protect the Fatherland, to maintain peace. The other force is the Police, to fight domestic enemies, to fight saboteurs. Therefore, the Police and the Army must unite closely and help each other. Uncle Ho also taught: Strength is the gong, diplomacy is the sound. The bigger the gong, the louder the sound.

The General Secretary noted that in the coming years, peace, cooperation and development will remain the major trend, but there will also be many new difficulties and challenges. To achieve the three major goals of maintaining peace and stability; developing rapidly and sustainably; and constantly improving the material and spiritual lives of the people, the People's Army, the People's Public Security and the Vietnamese Foreign Affairs sector must make greater efforts, have greater political determination, and unite more closely to complete all assigned tasks. The Party, the State and the people always believe in the mettle, intelligence, loyalty, potential and strength of the three forces.
