Minister of Finance Nguyen Van Thang has been appointed by the Prime Minister to hold the position of Chairman of the Social Insurance Management Council.

On March 12, 2025, Prime Minister Pham Minh Chinh signed Decision No. 572/QD-TTg on appointing Mr. Nguyen Van Thang, Minister of Finance, to hold the position of Chairman of the Social Insurance Management Board, replacing Mr. Ho Duc Phoc. The decision is effective for a period of 5 years.

Previously, Mr. Ho Duc Phoc was appointed as Deputy Prime Minister . Currently, the Social Insurance Management Board has a Vice Chairman, Mr. Nguyen Van Cuong.

The Social Insurance Management Council also has 9 other members who are representatives of ministries, departments and branches at the Central level. They are: Senior Lieutenant General Tran Quoc To, Deputy Minister of Public Security; Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; Mr. Nguyen Ba Hoan, Deputy Minister of Home Affairs (formerly Deputy Minister of Labor, War Invalids and Social Affairs); Mr. Vu Chien Thang, Deputy Minister of Home Affairs; Mr. Tran Van Thuan, Deputy Minister of Health; Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Mr. Nguyen Xuan Dinh, Vice President of the Vietnam Farmers' Association ; Mr. Nguyen Manh Cuong, Vice President of the Vietnam Cooperative Alliance; Mr. Hoang Quang Phong, Vice President of the Vietnam Federation of Commerce and Industry.

As of February 2025, on the occasion of the 30th anniversary of the establishment of the Vietnam Social Insurance sector (February 16, 1995 - February 16, 2025), the rate and number of people participating in social insurance have expanded sustainably and increased rapidly over the years.

The number of participants has increased 8.9 times compared to 1995; accounting for 42.71% of the working-age workforce. Of which, the number of people participating in voluntary social insurance is about 2.311 million people, reaching about 4.9% of the working-age workforce, exceeding the target in Resolution 28 of the Party.

Along with that, the rate and number of people participating in health insurance increased rapidly, approaching universal health insurance. Up to now, this number has increased 13.4 times compared to 1995, equivalent to a rate of more than 94.2% of the population. Of which, the number of people who have paid part and all of their own health insurance during the past time is 48.201 million people, accounting for about 47.6% of the population.

In addition, the Vietnamese social insurance industry directly handles social insurance and health insurance for each participant and beneficiary in large numbers, about 100 million people, of which more than 94.2% of the population enjoys health insurance.

Every year, on average, the Vietnamese social insurance sector has managed and paid for more than 3.3 million pensioners and monthly social insurance benefits, paid for more than 15.6 million people receiving one-time social insurance benefits, sickness, maternity, and health recovery benefits; nearly 200 million people receiving health insurance examination and treatment...
