Ministry of Construction proposes to rectify the situation of jostling to submit applications to buy social housing

According to the Ministry of Construction , in recent times, at some social housing projects, there has been a situation of crowding and jostling. People queuing overnight, making their own lists of numbers, and keeping their spots, potentially posing a risk of disputes, causing disorder and insecurity; giving rise to illegal brokers, "file brokers", and collecting deposit fees outside of regulations. This situation not only causes disorder and insecurity but also affects the image and effectiveness of social housing policies, loses people's trust and makes it difficult for state management at the local level.

Therefore, the Ministry of Construction requests the People's Committees of provinces and centrally-run cities to immediately rectify the above situation to ensure that the reception of applications for purchasing and leasing social housing takes place in an orderly, transparent, convenient and legal manner.

Accordingly, localities need to publicize information on all projects being implemented in the area at least 30 days before receiving documents. The publicized content includes: project scale, number of apartments, selling price, rental price, time and place of distributing documents; start and end time of receiving documents... The publicization must be done simultaneously on the electronic information page of the Department of Construction, the People's Committee of the commune where the project is located and at least once in the newspaper which is the mouthpiece of the local government. Localities need to guide people to prepare documents and papers proving the subjects and conditions, avoiding having to supplement and travel many times.

The Ministry of Construction also requested localities to direct the police force to coordinate in ensuring security and order, handling illegal brokerage acts; publicizing the list of people allowed to buy or rent social housing; and publicizing organizations and individuals who violate the law to warn people.

In particular, the Ministry of Construction recommends that localities strengthen post-inspection and handling of violations: regularly check the management and use of social housing; strictly handle and reclaim apartments in cases of false declaration, illegal transfer or transfer to the wrong subjects.

For social housing project investors, the Ministry of Construction requires public disclosure and transparency of the process and procedures for selling social housing; arrangement of multiple points for receiving applications, divided by time frame; and having a backup plan when the number of applicants exceeds the receiving capacity. In case the investor needs to extend the time for receiving applications, it must promptly make public announcements at the locations for receiving applications, mass media and report to the competent authority to ensure that all applicants receive their applications.

At the same time, the Ministry of Construction recommends that people proactively seek information about social housing in the area through official channels such as: the electronic information page of the Department of Construction, the People's Committee of the commune where the project is located, newspapers that are the mouthpiece of the local government, the official information page of the investor; do not buy and sell through "brokers", intermediaries or believe in " diplomatic quotas", "internal quotas".
