Capacity building training for more than 2,000 university staff and lecturers

Over the past two years, the HigherEducation Innovation Cooperation Project has supported Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, and Danang University to train and develop more than 2,000 people.

Over the past two years, more than 2,000 leaders, lecturers, researchers, staff and lecturers of Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City, Danang University and 19 member schools have been trained to improve their management capacity, teaching capacity, research capacity and skills development under the Partnership for Higher Education Innovation Project (PHER Project).

This is the information announced by the project organizers at the Learning event held in Da Nang on December 12. The event aims to evaluate the results of project implementation in the 2022-2024 period and exchange lessons learned during the implementation process.

The project was implemented with funding from the United States Agency for International Development (USAID). Through close coordination between three universities (Ho Chi Minh City National University, Hanoi National University, Danang University) and Indiana University (USA) along with domestic and foreign partners and experts, the project has implemented many important activities, gradually contributing to the goal of becoming international universities of three Vietnamese universities.

After more than two years of implementation, the Project has carried out activities such as training to improve professional capacity for management staff, lecturers, and scientists; organizing conferences and seminars to promote research cooperation; and consulting on the development of training programs, management information systems, etc. for three universities according to the four main components of the project: Innovation in university governance, Improvement of teaching and learning quality, Enhancement of research and innovation capacity, and Strengthening university-enterprise connections.

The University Governance Innovation component has implemented outstanding activities such as building and implementing a results-based management system (KPI), a management information system (MIS), and building Dashboards for operations. Internal quality assurance of training programs has been improved through the development of processes, tools, and guidelines to ensure that training programs meet the needs of learners and the labor market, aiming to develop quality human resources. The leadership and key management staff of the three universities have improved their leadership capacity and learned the governance model from Indiana University.

In the Teaching and Learning Quality Improvement component, 620 lecturers from three universities have been developed in teaching skills through training courses for lecturers such as “Teaching for Student Success” and “Professional Development in Blended Teaching”. The project has supported the development of five online courses, contributing to promoting the online training process in accordance with the digital higher education model of each unit. The project has also supported universities to review and prepare for 17 programs to conduct quality accreditation according to the standards of ASIIN (Accreditation Council for Engineering, Information and Natural Sciences Programs) and ACBSP (Accreditation Council for Business Schools and Programs).

Agreeing with the Ministry of Education and Training's policy of limiting early admission to ensure the quality of general education and fairness, many opinions suggest that there should be flexibility in the quota.

In the Research and Innovation Capacity Building Component, three universities are supported to improve their research capacity through typical activities such as building and developing the Vietnam-International Academic Network (VIAN); improving the research management and support system; implementing scholar exchange programs... The project has supported three Vietnamese universities to organize international scientific conferences with the participation of prestigious international scientists. The universities have also completed regulations and rules on scientific integrity and research ethics councils, aiming for an honest, responsible and transparent science.

Regarding the University-Enterprise Connection Enhancement Component, 170 students were trained to improve their professional and leadership skills, develop their creative potential and master the future.

With the above results, the delegates participating in the evaluation event assessed that in the recent period, the PHER project has made practical contributions to the management, training and scientific research activities at the three universities, supporting the implementation of development strategies of each university. The results of the PHER project contribute to the achievement of the outcome indicators of the Vietnam National Universities Development Project that the universities are jointly implementing.

Delegates also expressed their hope that in the next phase, the PHER project will be implemented more effectively and successfully towards achieving the common goals set out by the project./.
