Supplement knowledge, strengthen expertise

From the beginning of the session, the atmosphere at the training conference was exciting with the thematic contents presented vividly, closely linked to practice. Delegates were informed of an overview of the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030. At the same time, new ethnic policies related to the work of supporting the development of ethnic minority areas; planning, appraisal and organization of project implementation. One of the highlights of the program was the introduction of Circular No. 05/2025/TT-BDTTG, dated June 24, 2025 of the Ministry of Ethnic Minorities and Religions , guiding the implementation of a number of projects under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas.

Delegates were guided through the process of checking, monitoring, evaluating and reporting on program implementation progress, essential skills to help improve transparency and effectiveness in policy implementation. The contents were presented concisely, easy to understand, and closely linked to local implementation practices.

Mr. Danh Sol - civil servant of the Department of Culture and Society of U Minh Thuong commune said: "The national target program is an important resource to help improve the lives of ethnic minorities in the locality. Through training, we better understand the planning process, how to record and report periodically. This is very practical, because at the grassroots level, even small mistakes can affect the disbursement progress and people's rights."

The exchange and discussion session received positive responses from delegates. Many opinions revolved around difficulties in planning, project appraisal, and coordination methods between departments and offices to avoid overlapping tasks. Reporters and experts from the Department of Ethnic Minorities and Religions directly answered and shared specific situations, helping delegates understand deeply, remember for a long time, and easily apply them in their localities. The lively and open training atmosphere demonstrated the spirit of learning and responsibility of the staff working on ethnic affairs at all levels.

The conference not only helps to consolidate professional skills but is also an opportunity to exchange experiences and resolve difficulties in the implementation of the national target program for socio-economic development in ethnic minority and mountainous areas in the locality. "Specific examples of inspection, supervision or reporting of implementation results are very close, helping us clearly see the responsibility and coordination role between departments and branches in bringing policies to the right people, the right target", said Ms. Nguyen Thi Bich Ngoc - Deputy Head of the Department of Culture - Society of Chau Phong commune.

According to Deputy Director of the Department of Ethnic Minorities and Religions Danh Tha, in the period of 2021 - 2025, An Giang has been allocated funds to implement many projects under the national target program, focusing on investing in essential infrastructure, supporting livelihoods, housing, land... in ethnic minority areas. Therefore, the capacity of commune officials plays a decisive role in ensuring that policies are implemented consistently, to the right subjects, avoiding waste and bringing about real effectiveness. "Ethnic work is an important political task, closely linked to the province's sustainable development goals. In order for ethnic policies to come into life, officials must have a firm grasp of the process, a deep understanding of the policies and flexible application in practice. The training conference helps standardize professional skills, while strengthening the trust and responsibility of the ethnic work team," said Mr. Danh Tha.

The grassroots cadres are knowledgeable about customs and practices and know how to skillfully propagate and mobilize, acting as a bridge between policy and the people. When they are fully equipped with knowledge and skills, all programs will be implemented smoothly and transparently. “The 2025 training conference is considered an important preparatory step for An Giang to summarize phase I (2021 - 2025) and develop a plan to implement phase II (2026 - 2030). From here, each cadre will be a "fire-spreading nucleus", continuing to spread the spirit of innovation, creativity and dedication in work", Mr. Danh Tha emphasized.
