Strong breakthrough in import-export revenue collection

Nearly 92,000 declarations, 11 billion USD is the total import-export turnover (XNK) processed at the Provincial Customs Department in the first 7 months of 2024 (an increase of 25% in declarations, 22% in turnover compared to the same period in 2023), bringing the state budget revenue to over 11,200 billion VND (an increase of 16% compared to the same period in 2023, reaching 90% of the target assigned by the Government and 87% of the target assigned by the province). Thus, there is only more than 1,000 billion VND left for the Provincial Customs Department to reach the target assigned in 2024.

Referring to the impressive growth results mentioned above of the Provincial Customs Department, in addition to the objective factor due to the economic recovery after the Covid-19 pandemic, it is impossible not to mention the proactive and positive implementation of solutions to facilitate trade.

According to statistics, currently, the number of enterprises carrying out procedures at the Provincial Customs Department is nearly 1,500 enterprises, but most of them are headquartered in other provinces and cities. For example, for imported animal feed, up to 100% of enterprises are in other provinces. Therefore, the Provincial Customs Department pays great attention to deepening and deepening partnership relations to retain old enterprises and attract new enterprises. Thanks to that, in the first 7 months of 2024, the unit attracted more than 400 new enterprises to carry out procedures (an increase of 23% in enterprises compared to the same period in 2023). In addition, from the beginning of the year, the Provincial Customs Department has always closely monitored the revenue situation to have flexible and timely solutions for each month and each quarter.

The branches have also proactively implemented many methods according to their management areas to both facilitate trade and prevent budget losses, helping all branches to have a breakthrough in revenue compared to expectations and some branches have even completed the assigned plan for 2024 by the end of July 2024. The most prominent is the Hon Gai Port Customs Branch, in 7 months the state budget revenue implemented by the Branch reached about 4,680 billion VND (equal to 106% of the annual revenue plan) and contributed nearly 45% to the total state budget revenue of the Provincial Customs Department. The remaining branches have revenue reaching 70-85% of the annual plan.

Leaders of the Hon Gai Port Customs Branch held a dialogue conference with 25 enterprises in the fields of processing, manufacturing, exporting and exporting.

Mr. Pham Van The, Chairman of the Quang Ninh Provincial Business Association, said: The business community highly appreciates the Customs Department's facilitation solutions in supporting and guiding businesses to comply with the law. This creates a premise for businesses to improve their import and export capacity at border gates, as well as handle customs procedures quickly and conveniently. This has helped import and export businesses fulfill contracts for customers on time, improve competitiveness, stabilize business, save costs and human resources.

Despite impressive results in budget collection in the first 7 months, according to the assessment of the Customs sector, factors affecting the import-export budget collection have begun to appear, making the unit's efforts to complete its assigned tasks in 2024 also encounter many difficulties. In particular, with the continued reduction of VAT for enterprises as stipulated by the Government in Decree 72/2024/ND-CP dated June 30, 2024, it is expected that the tax from the implementation of this policy will decrease. In addition, for coal, because the beginning of the year is the dry season, enterprises have imported a lot to serve power plants, so the amount increased to 884 billion VND (up 24% over the same period in 2023), but the last months of the year are the rainy season, hydropower plants will operate at full capacity, so the amount of imported coal is not expected to increase. Meanwhile, this is an item with revenue accounting for a very large proportion of the Department's budget revenue (in 7 months, revenue from imported coal reached over 4,500 billion VND).

From the above challenges, to nurture the state budget revenue and promote trade flows, and complete the state budget revenue task in 2024, in the last months of the year, the Provincial Customs Department will focus on implementing drastic and synchronous solutions to manage and increase revenue.

Mr. Nguyen Van Nghien, Director of the Provincial Customs Department, said: The unit will promote administrative procedure reform towards transparency and convenience and implement additional solutions to support businesses such as: Reviewing and selecting businesses with large import-export turnover and goods suitable for the characteristics of the border gate to attract and create a spillover effect to other businesses to carry out customs procedures. For FDI enterprises, based on the list of investment projects in the area, the unit has requested the branches to proactively meet and guide customs procedures, ensuring that 100% of businesses and import-export goods carry out customs procedures at the branch. At the same time, improve and improve the quality of the revenue management team to guide and resolve problems of businesses in the process of carrying out customs procedures. In particular, through the results of assessing business satisfaction with service quality, the Department will review the operational stages to continue reducing customs clearance time, improving competitiveness, and maximizing convenience for import and export activities...
