
Ca Mau Airport is currently a level 3C airport; the passenger terminal has a designed capacity of 200,000 passengers/year, a runway 1,500m long, 30m wide, ensuring the operation of ATR 72 aircraft and equivalent; a square taxiway connecting the runway and the apron with 2 aircraft parking positions. According to the plan, by 2030, Ca Mau Airport will be a level 4C airport, with a capacity of 1 million passengers/year; by 2050, the capacity will be 3 million passengers/year. Construct a new runway 2,400m long, 45m wide, expand the apron to accommodate 4 parking positions for medium-range aircraft (A320, A321...). The total estimated investment is 2,253 billion VND, excluding site clearance costs.
According to Ca Mau province's assessment, Ca Mau airport has similarities with Dien Bien airport before upgrading and expanding. Therefore, Ca Mau province hopes Dien Bien will share about the organization and implementation methods, as well as the coordination work to speed up the project progress. The selection of sponsors for planning documents; site clearance work; compensation for site clearance and the process of measurement and counting; bidding selection work; measures and methods to speed up the implementation progress. The method to separate the site clearance and resettlement project from the general airport project so that Ca Mau has a legal basis for implementation. How is the resettlement arrangement of households in the airport project different from other public investment projects?

Representatives of relevant departments, branches and localities of Dien Bien province shared their experiences in the implementation of the Dien Bien Airport Construction and Expansion Investment Project. The focus was on compensation and site clearance; planning and local planning adjustments; responsibilities and coordination of localities in investment preparation, site clearance and construction. The planning of locations, areas for exploration, exploitation and use of land as fill materials should be done early for the project to be implemented smoothly.
In an exchange with the working delegation of the People's Committee of Ca Mau province, Standing Vice Chairman of the People's Committee of Dien Bien province Pham Duc Toan emphasized that in order for the Dien Bien Airport Expansion Investment Project to be basically completed ahead of schedule, the People's Committee of Dien Bien province has regularly and actively coordinated closely with the Ministry of Transport , relevant central ministries and ACV to promptly remove difficulties and obstacles in the implementation process. Localities must be proactive, even replacing the functions of the investor unit until the project starts. Ca Mau province needs to anticipate difficulties in site clearance and earth filling materials during construction. It is necessary to strictly carry out the work of counting, determining the origin of land, and compensation for site clearance from the beginning.
The delegation of the People's Committee of Ca Mau province affirmed that the results achieved in the process of upgrading Dien Bien Airport are valuable lessons for Ca Mau and hopes to continue to receive comprehensive cooperation, support in sharing experiences in socio-economic development, attracting investment, developing tourism and promoting the cooperative relationship between Ca Mau and Dien Bien provinces.
