The commune was selected to pilot the improvement of capacity of grassroots mediators.

Attending the Conference were Ms. Nguyen Thi Que - Head of the Department of Grassroots Mediation Management, Legal Access and Legal Support for Enterprises (Department of Legal Dissemination, Education and Legal Aid - Ministry of Justice ); Dr. Nguyen Van Hoi - Deputy Head of the Department of Postgraduate Training, Hanoi Law University; representatives of the Department of Justice and local authorities.
Nguyen Phich Commune is one of 30 communes in 15 provinces and cities across the country selected to pilot the implementation of the Project "Improving the capacity of grassroots mediators for the period 2024 - 2030" according to Decision No. 315/QD-TTg dated April 17, 2024 of the Prime Minister .
This is an important opportunity to foster legal knowledge, equip professional skills, contribute to improving the effectiveness of dispute resolution and conflicts in the community, maintain social order and safety, and promote the dissemination and education of law at the grassroots level.

In her opening speech, Ms. Nguyen Thi Que emphasized: “In order to promote the effective operation of grassroots mediators and affirm their position and role in social life, the Ministry of Justice has advised the Prime Minister to issue Decision No. 315/QD-TTg approving the Project 'Improving the capacity of grassroots mediators for the period 2024-2030', inheriting and promoting the results of the period 2019-2022 (Decision No. 428/QD-TTg)”.
According to Ms. Que, the Ministry of Justice has coordinated with localities to select 30 communes in 15 provinces and cities to pilot the implementation of the Project, including Bac Lieu province (now Ca Mau province after the merger); at the same time, it has compiled and published professional training materials for mediators and published the book "Typical cases of grassroots mediation" to support training and practical implementation.

In his welcome speech, Mr. Do Hoang Do - Vice Chairman of the People's Committee of Nguyen Phich commune expressed his thanks to the Ministry of Justice for choosing Nguyen Phich as a pilot commune to organize training; affirmed that grassroots mediation work is an important "bridge" in resolving conflicts, reducing petitions and complaints, maintaining neighborly relations, contributing to ensuring political security and social order and safety.
Mr. Do Hoang Do said that Nguyen Phich is a locality in the process of arranging and perfecting the organizational structure according to the two-level government model. It has a large area, diverse population, and many socio-economic difficulties, so civil disputes, land, marriage and family, and community relations often arise. Being selected as a pilot commune will help the locality improve the quality of mediation and have a basis for replicating effective models in the future.
Equip yourself with legal knowledge and skills to handle practical situations

At the Conference, Reporter - Dr. Nguyen Van Hoi presented the topic "Legal regulations on civil matters related to people at the grassroots level and skills to resolve some civil cases within the scope of mediation at the grassroots level"; Reporter Nguyen Thi Que also introduced and analyzed necessary mediation skills and situation handling techniques, helping mediators to be more confident and flexible when performing their tasks.
The training content focuses on practical issues such as: individual rights, civil transactions, ownership and other rights to property, inheritance, compensation for non-contractual damages, etc. Thereby, helping trainees grasp legal regulations and effectively apply them to the mediation process of civil cases arising in the locality.


The mediators and reporters had a lively discussion, focusing on clarifying the difficulties and obstacles in the practice of mediation, especially with disputes over land, inheritance, marriage and family, and neighborly relations. Many questions were answered specifically, close to the actual situation in the locality.
This training conference not only helps the mediator team in Ca Mau update their knowledge of civil law and strengthen their skills in handling situations, but also strengthens the cohesion and enhances the sense of responsibility of the mediator force in resolving disputes and conflicts in the community, contributing to the construction of sustainable new rural areas.
