Duy Tan Ward is located along the Red River with a dike line of more than 5 km, in which Moc Nam sluice is the key point for natural disaster prevention and control (PCTT) at the provincial level. Outside the Red River dike, there are about 200 hectares of agricultural land growing pink bananas and medicinal plants (basil); The concentrated dairy farming area has over 30 farms, with a total of more than 1,600 cows; therefore, the ward pays special attention to the work of preventing and fighting storm No. 3. The ward has established inspection teams to assess the current status and capacity of all PCTT works in the area; from there, proactive measures are taken to protect and respond when incidents occur. On-site materials, including: sacks, soil, rocks, bamboo stakes... are prepared to ensure quantity. The ward has established a shock force of 240 people, ready to mobilize when necessary... The ward People's Committee has directed the residential groups to closely monitor the developments of storm No. 3, rain and floods after the storm to proactively take measures to prevent, combat, and evacuate people, property and livestock to safe places. The commune police force is divided into many groups to go to the area to inspect, guide and support people in tying and shoring up houses, trimming tree branches...
Comrade Vu Manh Hai, Vice Chairman of the Ward People's Committee, said: "Up to now, all work to respond to storms and the risk of flooding on the Red River is being implemented. The area of pink banana production along the river has been trimmed by people to prevent it from falling. At dairy farms outside the dike, the work of tying and shoring up barns and storing more feed for cows has been completed by farm owners. The cooperative informs members to closely monitor news and announcements about storms and floods to promptly move dairy cows to a safe place when the Red River floods rise and pose a risk of flooding."
Also on the Red River dike, the provincial-level PCTT focus is the Tac Giang sluice and boat lock cluster located between Duy Tien ward and Nam Xang commune, which is also implementing measures to respond to floods and storms. The management team here checks the entire system of sluice gates, lock gates, and opening and closing machines to ensure the best operating condition. Auxiliary sluice gates are also prepared when necessary. The management team is on duty 24/24 hours, regularly patrolling to promptly detect incidents (if any) to help handle them well in the first hour. On the side of Ha Nam Irrigation Works Exploitation Company Limited, the unit managing and operating the sluice, has actively coordinated with localities in implementing PCTT for the project according to the motto "4 on-site". Mr. Le Van Hoa, Director of Ha Nam Irrigation Works Exploitation Company Limited, said: “Tac Giang sluice and boat lock are identified as the key points for provincial-level disaster prevention and control, so the unit pays special attention to the operation and safety of the project. All incident scenarios are set out and appropriate and effective response plans are in place. The company is determined not to be passive or surprised in any situation, especially when the storm makes landfall.”
In Tam Chuc ward, there is a critical dike section from K95+000 - K97+000 and Danh Xuyen embankment at K96,033 - K96,950 with dry stone roof. To ensure the safety of the dike project and serve the 2025 flood and storm prevention work, the ward has developed a key dike protection plan for the following situations: Upstream dike slope slide due to steep slope; handling shallow landslide incident on the field side due to seepage; handling leaking hole incident on the dike slope due to seepage and handling mud and sand extrusion incident in ponds, lakes, and fighting tanks.
Comrade Pham Hoang Tung, Chairman of Tam Chuc Ward People's Committee, said: All situations are prepared according to the "4 on-site" motto, ensuring the fastest mobilization of forces, materials, means and on-site logistics to respond and handle incidents effectively within the first hour. Responding to storm No. 3, the ward has established a patrol force, guarding the dike and standing at the dike watch points when there is a high flood warning. When the flood is at alert level I or higher, the shock team closely monitors the progress of the dike situation, carefully inspects the entire dike slope on the field side, the river side, the dike surface, the dike protection corridor area on the field side, the rice fields, lakes and ponds near the foot of the dike on the field side to promptly detect incidents. When detecting damage, the patrol and guard force must immediately report to the dike management officer in charge of the dike line and the ward's Civil Defense Command to have a timely handling plan, limiting damage.
Thien Truong Ward has a population of over 31,000 people; in the ward there is the Huu Hong dike, 7.93km long and 2 dike lines: Hong Ha dike line, 5.2km long, surrounding 2 villages; Hong Long dike line, 5.8km long, surrounding 6 villages. Chairman of Thien Truong Ward People's Committee Mai Hong Dien said: Implementing the Provincial People's Committee's telegram on focusing on responding to storm No. 3 and floods, the Ward Civil Defense Command has developed a plan for disaster prevention and control and search and rescue; established a 70-member disaster prevention and control team, and a dike patrol team during the storm season.
On July 21, the Ward Civil Defense Command was on duty 24/7 at the Ward People's Committee headquarters to deploy storm and flood prevention tasks to units, villages, and residential groups. Organized a review and prepared evacuation plans for households in dangerous areas (Hong Ha 1 and Hong Ha 2 villages, Hong Phong 1, Hong Phong 2), especially evacuating the elderly, children, pregnant women, and people with disabilities, to move out of dangerous areas to safe places. Directed the Ward Irrigation Team to deploy a plan to drain buffer water in the fields, open the sluice gate of Boi bridge, 6-wing culvert, sluice gate of the pumping station of T3-19 canal; developed drainage plans for 70 hectares of flowers in Hong Ha area, 28 hectares of rice and 65 hectares of flowers in Hong Long area. Prepared 10 thousand sacks, 2000 bamboo trees, 20 trucks; Assign each household to prepare 2 sacks of soil to keep at home, mobilize to transport to the assembly point when ordered.
Doctor Nguyen Thi Phong, Head of the Ward Health Station, said: The station has established 3 mobile and on-site emergency medical teams (nearly 100 people), assigned medical staff and doctors to directly participate in rescue, has a plan to prevent and control epidemics in flooded areas; has a plan when many people have to be transferred to higher-level emergency facilities due to the consequences of storms and floods. Assigned responsibilities to residential areas, propagated and instructed people to do a good job of environmental sanitation, monitored and supervised the epidemic situation, organized emergency care. Prepared a number of medicines to treat intestinal diseases, flu, injections, oral medicines, bandages and some other necessary medical equipment.
According to statistics and screening, in Nam Dinh ward, there are 462 households living in weak, dilapidated houses at risk of collapse. For the old housing area owned by the State, the ward People's Committee has developed a plan to proactively evacuate to a safe place when a bad situation occurs. Accordingly, households living in the old houses at 177, 181, 207 Hoang Van Thu street are being relocated to the headquarters of the Nguyen Du ward Health Station (old); other households have plans to evacuate to take temporary shelter at the houses of relatives, neighbors or concentrated evacuation points according to the PCTT plan. As of 3:00 p.m. on July 21, households at 177, 181, 207 Hoang Van Thu street have complied with the plan to evacuate to a safe shelter. The Ward People's Committee requested forces to closely monitor the storm's developments to decide the time to evacuate people in other dangerous residential areas to shelters to ensure their safety before 7:00 p.m. on July 21.
In Hai Thinh commune, Chairman of the People's Committee Nguyen Van Long said: Based on the current status of dykes, embankments, and culverts, the People's Committee of the commune has identified 5 key areas for disaster prevention and control in 2025 and developed a key protection plan, including: Culvert 1/5: K5+968; Hai Thinh 3 dyke and embankment; Construction sites on the Hai Thinh 2 and Hai Thinh 3 dyke and embankment; Construction sites on the Got Trang dyke. For construction sites: Materials, means, and equipment for disaster prevention and control are undertaken by the construction unit according to the disaster prevention and control plan confirmed by specialized agencies. In addition, the People's Committee of the commune has assigned staff to coordinate with construction units to inspect, monitor, detect, and promptly handle arising situations; ready to support human resources, materials, and means when necessary. The commune's reserve materials were prepared according to the direction of the Hai Hau District People's Committee, which had previously assigned targets to communes and towns before the merger, specifically: 13,890 sacks, 17,120 bamboo stakes, 12 trucks, and 8 passenger cars. Currently, the commune People's Committee's warehouse has over 30,000 sacks. The remaining materials have been reviewed by the locality for capacity and signed supply contracts with local businesses, ensuring that they are always ready to mobilize when situations arise. In addition, the locality has reviewed and counted all establishments and households trading in materials (sacks, bamboo stakes), vehicles (trucks, passenger cars, excavators, etc.) in the area to be ready to mobilize when necessary. In urgent situations, coastal casuarina forests can be exploited to make stakes.
With a proactive spirit, ready to respond to storm No. 3 Wipha, Giao Ninh commune has actively coordinated with Quat Lam Border Guard Station and Quat Lam Fisheries Control Station to check, call on boats to take shelter, evacuate people in dangerous areas, as well as prepare forces and means to be on duty to minimize damage caused by the storm. Currently, all 134 boats and ships with 357 workers regularly participating in exploitation at sea of the commune and 3 people looking after lagoon houses and watchtowers have taken shelter safely. Through checking, in the commune there are 282 cases of objects and structures that are vulnerable when a storm occurs. Hamlets and residential groups have plans to evacuate vulnerable people and people from unsafe structures, areas at risk of deep flooding and landslides, especially at river mouths and along the coast. The commune also identified and developed a plan to protect three key areas: Co Vay Dyke, Quat Lam Tourist Area, and the dike on the left side of So River from Ha Lan Bridge to Thuc Hoa Sluice. Currently, the commune is coordinating with Xuan Thuy Irrigation Works Exploitation Company Limited to zone off and flexibly operate the irrigation system to drain water and prevent flooding due to heavy rain.
Since the afternoon of July 20, Giao Thuy commune has established a working group to inspect the prevention and control of storm No. 3 at key locations such as Con Nhat ferry, Ong Tuu ferry and the aquaculture area in Thang Loi residential group. At the inspection locations, the group has informed about the storm's developments, forecasting the possibility of strong winds, heavy rains, floods, directly affecting the area along the Red River. At the same time, it requested Con Nhat Ferry Waterway Transport Company Limited, the owner of Ong Tuu ferry, to sign a commitment to strictly comply with transportation regulations. In particular, Con Nhat Ferry is required to stop operations from 4:00 p.m. on July 20. Ferry terminals, ferry terminals and owners of material yards are required to move vehicles and equipment to high places, reinforce camps, and not gather materials in areas prone to flooding. For aquaculture households, the commune government is requested to proactively provide materials and have plans to protect assets; People living in temporary houses in the lagoon must evacuate to a safe place. The above measures aim to contribute to protecting people's lives and limiting property damage when storms and floods occur in the area.
As a coastal locality with a large flat terrain, Kim Dong commune is currently managing nearly 82km² of natural area with more than 9,100 people, of which more than 1,000 households are engaged in aquaculture in areas outside the dike, which are assessed to be at risk of being severely affected if a storm makes landfall. Comrade Tran Duc Thuan, Vice Chairman of the Commune People's Committee, said: "As soon as we received the telegram from the Provincial People's Committee, the commune established a Civil Defense Command Committee and a PCTT shock team. Each cadre in the Standing Committee of the Party Committee, People's Council, and People's Committee of the commune has been assigned to be in charge of key areas to directly direct and inspect storm prevention and control work. Evacuation, rescue and logistics plans have been prepared."
According to a quick report: by 4:00 p.m. on July 20, the commune had prepared nearly 3,000 sacks, 2,000 kg of rice, 2,000 loaves of bread, instant noodles, dry food and rescue tools such as flashlights, life jackets, generators... At the same time, all 700 households outside the dike were notified to be ready to evacuate when requested; 21 boats operating in the sea area were also instructed to move to safe anchorage. The locality also set up 9 checkpoints at key points, regularly updating weather reports to promptly inform the people. Hamlets were also required to fully prepare tools, food, and drinking water for 5-7 days to be ready to respond to the worst situation. Along with that, inter-sectoral coordination was closely implemented by Kim Dong commune. Memorandums of understanding between the Commune People's Committee and units such as Kim Son Border Guard Station, Con Thoi Parish, and Binh Minh Commune People's Committee have been signed, creating favorable conditions for organizing evacuation and supporting rescue when necessary.
With a spirit of urgency and proactiveness, localities in the province are determined to effectively prevent and combat storm No. 3, ensure safety for production, and minimize damage to people and property caused by natural disasters.
