In Thien Nhan commune (formerly Nam Dan district), where the terrain is unique with many residential areas located near the foot of the mountain and near the downstream branch of La river from Duc Tho ( Ha Tinh ), flood prevention is always identified as a key task every rainy and stormy season. Currently, the Lam river water level through the commune is rising, if in the coming days there is rain accompanied by hydroelectric dam discharge, the risk of flooding is very high.
Accordingly, the commune has proactively implemented a plan to prevent and combat natural disasters, assigning specific tasks to each hamlet and mass organizations. Each hamlet has established a subcommittee to prevent natural disasters and search and rescue, and made a list of households at risk of deep flooding to proactively evacuate when necessary.
In particular, the phone numbers of the steering committee members are made public to each household for timely response when an incident occurs.

In fact, Thien Nhan commune regularly suffers from 3-4 storms and many large floods every year. When the water overflows, many hamlets are completely isolated. With extensive experience in response, the community here is always in the mindset of "running ahead of the flood" instead of passively responding. Preparing vehicles, food, and backup lighting equipment has become a habit whenever there is information about storms from afar.
“People today are much more experienced than before. When there is a warning of storms and floods, we proactively stock up on dry food, clean water, medicine, flashlights, spare batteries... to cope,” said Mr. Nguyen Canh Hong, a resident of Thien Nhan commune.

These days, the authorities and people of Vinh Tuong commune are also straining to cope with the risk of unusual floods. In the past two days, the locality has established inspection teams to continuously monitor the area, review vulnerable points, and identify 26 households in areas at risk of landslides and flooding, and must make plans for emergency evacuation when necessary.
“We have placed 50 warning signs at high-risk locations to ensure traffic safety. Assets at locations prone to flooding such as schools and cultural houses have been proactively moved to higher floors. At the same time, the locality has contacted households in areas at risk of flooding and landslides in advance to proactively evacuate when a major flood occurs,” said Mr. Dao Anh Tan, Vice Chairman of Vinh Tuong Commune People’s Committee.

Meanwhile, in Yen Xuan commune (formerly Anh Son district), the disaster prevention force is on duty 24/7, continuously updating water level and reservoir regulation information from upstream.
Mr. Ho Anh Thai - Head of Yen Xuan Commune Economic Department informed: "Upon receiving the flood discharge notice from Ban Ve Hydropower Plant on the night of July 22, we immediately mobilized forces to the boat mooring points, instructing people to reinforce and anchor their boats safely. At the same time, we prepared life buoys, life jackets, and contacted boat owners to be ready to respond when a situation occurs. Up to now, there have been no unusual reports in the commune, but we absolutely cannot be subjective."

Along the Lam River, which is closely linked to agricultural production and the daily life of tens of thousands of households from Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen, etc., these days, all communes maintain a 24/7 flood and storm watch. Propaganda work has also been stepped up, promoting the effectiveness of the grassroots broadcasting system, mobilizing people to absolutely not go to the river to fish or collect firewood, to avoid danger.

The initiative in following the motto of "4 on-site" including: on-site command, on-site forces, on-site means and on-site logistics was maximized. On the night of July 22, in the face of the rising water level of Lam River, many areas of crops along the river were at risk of being flooded, union members and youths quickly arrived, coordinated with people to clean up and transport crops to high, safe places.
In many communes, motorized ferries, small boats, life buoys, and life jackets have been distributed and placed at key locations. Bridges, culverts, or ferry piers that are prone to flooding are strictly controlled, have warning signs, and have personnel on duty to guide people.

Schools, medical stations, cultural houses, and places that can become evacuation centers have been cleaned and prepared with necessary living conditions to be ready to receive people when requested. The proactive and careful preparation from the local authorities to each individual has contributed to helping localities in the downstream of Nghe An prevent risks and minimize damage in the context of increasingly extreme and unpredictable climate change.
