According to reports from localities: To proactively respond to all natural disaster situations, especially storm No. 3, localities are focusing on directing departments and units to effectively implement the "4 on-site" motto, taking "prevention as the main"; regularly disseminate, propagate and strictly implement legal regulations on dykes, irrigation works, and disaster prevention and control according to the direction of the Central Government and the province.
Strengthen inspection of dikes, embankments, culverts, and irrigation works according to assigned tasks and areas. Review the canal system, pumping stations, and plans to prepare materials and means for rescue missions when required. Detect, monitor, and promptly handle damaged works and dike surfaces to ensure safety in storm and flood prevention and control. Activate the response scenario for storm No. 3 in extreme weather conditions, complex developments, and prolonged heavy rain.
Localities review plans to mobilize human resources, materials, vehicles, etc. to serve disaster prevention and control and search and rescue work according to the "4 on-site" plan to ensure feasibility and practicality; at the same time, regularly check and review to replace and supplement human resources in a timely manner, ensuring quality when mobilization is needed.

For potentially dangerous locations such as: culverts under weak dikes, vulnerable dike locations, etc., it is necessary to develop a detailed and specific protection plan, prepare materials, forces, and rescue equipment. Organize a permanent force to patrol, inspect, promptly detect and handle incidents during the rainy and flood season. Actively monitor closely forecasts and warnings about heavy rain and developments of rain, wind and storms to promptly inform people, especially in areas at risk of landslides and flooding so that people can proactively prevent. Deploy shock forces to inspect and review residential areas along rivers, low-lying areas, areas at risk of flooding and landslides to take measures to protect people and structures.
Organize forces to guard, control, support, and guide traffic safety for people and vehicles, especially in deeply flooded areas and areas at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured; do not allow unfortunate human losses due to carelessness and subjectivity. Communes and wards are ready to drain floodwaters to protect production; prepare forces and means for rescue when requested.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 3 (storm WIPHA) continues to strengthen (the strongest wind at sea can reach level 12, gusting to level 15). From July 21-22, the coastal area from Quang Ninh to Thanh Hoa will be directly affected by the storm, causing strong winds and heavy rains for the Northern provinces and the North Central provinces (Thanh Hoa, Nghe An, Ha Tinh ). This is a very strong storm, moving quickly, the scope and intensity of influence on the sea and land is very wide and dangerous. Implementing Official Dispatch No. 112/CD-TTg dated July 19, 2025 of the Prime Minister, the Chairman of the Provincial People's Committee requests the heads of departments, branches, sectors, organizations, members of the Provincial Civil Defense Command, Chairmen of the People's Committees of communes and wards: Absolutely do not be subjective or negligent in directing and responding to the storm; Responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for directing and responding to storm No. 3.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Anh Chuc emphasized: To promptly respond to storm No. 3, sectors and localities organize inspections, urge and guide affiliated units to fully prepare reserve materials, means and forces to be ready to overcome disasters and incidents; guide measures to ensure safety for people, houses and construction works. Organize full updates and timely information on natural disaster situations to people so that people can proactively respond to ensure safety.
Organize to review and prepare plans to evacuate households in dangerous areas, especially riverside areas, areas at high risk of landslides and deep flooding to safe places; have plans to support temporary accommodation, food and necessities for people who have to evacuate, ensuring stable lives for people.
Be ready to deploy forces to guard and control people and vehicles through culverts, spillways, deeply flooded areas, areas with fast-flowing water, landslides or areas at risk of landslides, and resolutely not allow people and vehicles to pass through if safety is not ensured, and to avoid unfortunate human losses due to carelessness and subjectivity. For communes along the Red River, many households raising fish in cages are required to anchor their cages and not go out to the river when there are storms and high floods.
Inspecting the actual situation at Tac Giang Pumping Station in Duy Tien Ward and Nam Xang Commune and Moc Nam Pumping Station in Duy Tan Ward, Vice Chairman of the Provincial People's Committee Nguyen Anh Chuc requested functional agencies and local authorities to regularly arrange staff on duty 24/7, prepare adequate reserve materials, and be ready to operate and respond when floods rise.
* On the morning of July 21, Comrade Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Economic Zone and Industrial Zone Management Board inspected the preparations for storm prevention and control at Chau Son Industrial Park and Ngoi Ruot Pumping Station.
Chau Son Industrial Park covers an area of 377 hectares, located in Chau Son, Phu Van and Ly Thuong Kiet wards. There are currently more than 140 enterprises operating in the fields of mechanics, electronics, agricultural processing and garment, attracting over 20,000 workers. However, this Industrial Park often experiences localized flooding during the rainy season, especially in low-lying areas. In addition, the 1.7 km long Bui dyke section running through this area also poses a risk of rising river water overflowing into the industrial park.
Ngoi Ruot Pumping Station has a total capacity of 62,000 m3/hour and plays a role in draining water for Chau Son Industrial Park, urban residential areas and part of the neighboring agricultural land. To temporarily cope with the frequent local flooding, the locality has deployed the installation of a field pumping station with about 10 large-capacity units, and at the same time requested relevant sectors to speed up construction progress and ensure safe operation during the rainy and stormy season.
At the inspection points, Vice Chairman of the Provincial People's Committee Nguyen Cao Son acknowledged the spirit of being prepared for storm prevention and control; at the same time, requested units and enterprises to urgently inspect and review areas at risk of flooding, especially at unfinished construction works and riverside areas, where localized flooding often occurs when water levels rise.
Proactively clear water flows, drainage channels, ditches, and water intakes; immediately brace factories, offices, and warehouses, remove billboards, and trim trees to protect the safety of constructions and electrical systems. Enterprises develop appropriate production plans to ensure the safety of workers; strictly implement the "4 on-site" motto, be on duty 24/7, closely monitor storm developments, be ready to respond, protect lives and property, prevent environmental incidents, and ensure conditions for rapid production recovery after storms.
