Review the canal system, pumping stations, and plans to prepare materials and means for rescue missions when required. Detect, monitor, and promptly handle damaged works and dike surfaces to ensure safety in storm and flood prevention and control. Actively monitor closely forecasts and warnings about heavy rain and developments of rain, wind and storms to promptly inform people, especially in areas at risk of landslides and flooding so that people can proactively prevent. According to the forecast of the National Center for Hydro-Meteorological Forecasting, storm No. 3 (storm WIPHA) continues to strengthen (the strongest wind at sea can reach level 12, gusting to level 15). From July 21-22, the coastal area from Quang Ninh to Thanh Hoa will be directly affected by the storm, causing strong winds and heavy rains for the Northern provinces and the North Central provinces (Thanh Hoa, Nghe An, Ha Tinh ). This is a very strong storm, moving quickly, the scope and intensity of influence on the sea and land is very wide and dangerous. Organize to review and prepare plans to evacuate households in dangerous areas, especially riverside areas, areas at high risk of landslides and deep flooding to safe places; have plans to support temporary accommodation, food and necessities for people who have to evacuate, ensuring stable lives for people.
Be ready to deploy forces to guard and control people and vehicles through culverts, spillways, deeply flooded areas, areas with fast-flowing water, landslides or areas at risk of landslides, and resolutely not allow people and vehicles to pass through if safety is not ensured, and to avoid unfortunate human losses due to carelessness and subjectivity. * On the morning of July 21, Comrade Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Economic Zone and Industrial Zone Management Board inspected the preparations for storm prevention and control at Chau Son Industrial Park and Ngoi Ruot Pumping Station.
Chau Son Industrial Park covers an area of 377 hectares, located in Chau Son, Phu Van and Ly Thuong Kiet wards. There are currently more than 140 enterprises operating in the fields of mechanics, electronics, agricultural processing and garment, attracting over 20,000 workers. However, this Industrial Park often experiences localized flooding during the rainy season, especially in low-lying areas. In addition, the 1.7 km long Bui dyke section running through this area also poses a risk of rising river water overflowing into the industrial park.
Ngoi Ruot Pumping Station has a total capacity of 62,000 m3/hour and plays a role in draining water for Chau Son Industrial Park, urban residential areas and part of the neighboring agricultural land. To temporarily cope with the frequent local flooding, the locality has deployed the installation of a field pumping station with about 10 large-capacity units, and at the same time requested relevant sectors to speed up construction progress and ensure safe operation during the rainy and stormy season.
At the inspection points, Vice Chairman of the Provincial People's Committee Nguyen Cao Son acknowledged the spirit of being prepared for storm prevention and control; at the same time, requested units and enterprises to urgently inspect and review areas at risk of flooding, especially at unfinished construction works and riverside areas, where localized flooding often occurs when water levels rise.
Proactively clear water flows, drainage channels, ditches, and water intakes; immediately brace factories, offices, and warehouses, remove billboards, and trim trees to protect the safety of constructions and electrical systems.
