
On November 5, at the construction site of the Riverside Road project (provincial road 338 to Dong Trieu), the Project Management Board for Investment and Construction of Region II launched a 60-day peak competition to accelerate the project's construction progress. The goal set by the investor and contractors is to disburse over 1,000 billion VND, complete the K95 road embankment, handle weak soil in road construction packages, and start the new year 2026 with the tasks of completing the project to put it into use within the year.
Comrade Tran Viet Dung, Director of the Investment and Construction Project Management Board of Region II, said: After more than 3 years of implementation, the Riverside Road (provincial road 338 to Dong Trieu) has encountered many difficulties, from site clearance, lack of raw materials to complex geological treatment, which has made the project slower than planned. However, with the close direction of the provincial leaders, the difficulties have been gradually resolved and this is a favorable time for the project to focus on accelerating progress and increasing disbursement volume. To create motivation and encourage contractors, the investor has launched a competition to promote the highest sense of responsibility, determination, intelligence and strength, unity, initiative and creativity, determination to overcome difficulties to complete the project soon.
Similarly, in the projects to renovate and upgrade provincial road 279 (from the intersection with National Highway 18, Quang Hanh ward to the Ha Long - Van Don expressway intersection, in Thong Nhat commune); the riverside road project phase 1 (from the Dam Nha Mac intersection to provincial road 338) and many other projects. After the inspection sessions, the leaders of the Provincial People's Committee, investors, contractors and local authorities have directly directed the removal of a series of difficulties, with high determination and a sense of responsibility to complete site clearance, completely resolve difficulties, and speed up the construction of many important items of the project.
At the project to renovate and upgrade provincial road 279, after the adjustment decision, Quang Hanh ward accelerated the progress of establishing and approving compensation plans, increased propaganda and mobilization for the remaining 40 households to promptly hand over the site to contractors to organize construction simultaneously on the entire route. From having only nearly 50 vehicles on the construction site, the contractors have now doubled the equipment and human resources, organized 3 shifts and 4 teams to make up for the previous slow progress. To monitor the site, in addition to arranging staff in charge of each item, the investor is installing a camera surveillance system at important construction locations and routes, directly connecting to the province's Intelligent Monitoring and Operation Center (IOC) so that the leaders of the Provincial People's Committee and related units can directly monitor, urge, and promptly direct the resolution of arising difficulties.
At the riverside road project phase 1 (from Dam Nha Mac intersection to Provincial Road 338), Quang Yen ward is also focusing on completing site clearance for 14 households and relocating the remaining electricity sector items to create conditions for the contractor to speed up construction progress.

Implementing the Prime Minister's direction on the economic growth target for 2025, right from the beginning of the year, the province has clearly identified the core task of focusing on promoting investment activities, especially completing key transport projects early, playing a driving role, creating inter-regional linkages. On that basis, the province has made great efforts to direct and directly resolve difficulties; conduct periodic progress reviews, and deploy many specific and practical solutions.
That is, in the context of the newly adjusted Land Law, Quang Ninh has promptly issued a set of unit prices for compensation for assets attached to land when the State recovers it to facilitate localities to accelerate site clearance work. At the same time, it has completed and announced areas for mining soil, waste rock from coal mines, sand mines, soil, rock, and testing crushed sand materials as filling materials with reserves of up to tens of millions of cubic meters. The province also allows many investment projects to construct works with large amounts of excess soil and rock to transport and fill for other projects in the area; organizes the temporary handover of some routes serving the work of soil transportation to save transportation costs, speed up construction progress, and avoid investment waste; transfers capital plans between projects with slow disbursement to projects with high disbursement capacity and need for additional capital; strictly controls the advance payment, capital settlement, etc.
These solutions have gradually removed long-standing “bottlenecks”, which are prerequisites for traffic projects to accelerate at the end of the year. From there, they have contributed significantly to promoting the growth of the construction industry in particular and the province in general, creating a solid driving force to help the country achieve the growth target of over 8% in 2025.
