Legal gaps need to be filled in the draft Electricity Law (amended)

On the morning of October 16, the Vietnam Petroleum Association held a seminar on "Electricity Law (amended): Legal gaps that need to be filled and supplemented in the spirit of Resolution 55-NQ/TW, Conclusion 76-KL/TW".

The seminar was attended by nearly 50 experts, scientists, and managers from: the Ministry of Industry and Trade , Vietnam Oil and Gas Group (Petrovietnam), Vietnam National Coal and Mineral Industries Group (TKV), Vietnam Oil and Gas Association, Mining Science and Technology Association, along with economic and energy experts.

The Seminar was chaired by: Dr. Nguyen Quoc Thap, Chairman of the Vietnam Petroleum Association; Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute; Mr. Phan Tu Giang, Deputy General Director of Petrovietnam .

The 2004 Electricity Law has established a legal framework for electricity activities and electricity use. However, after nearly 20 years of implementation, it is necessary to conduct research to amend, supplement, and promptly adjust social relations arising in the practice of electricity activities and electricity use.

On October 21, the 15th National Assembly will open its 8th session. At this session, the National Assembly will give opinions and decide on many important issues, including the draft Law on Electricity (amended).

According to Dr. Nguyen Quoc Thap, Chairman of the Vietnam Petroleum Association, the full institutionalization of the contents of Resolution 55-NQ/TW, Conclusion 76-KL/TW and the Party's guidelines and policies into the Electricity Law will encourage and create favorable conditions for domestic and foreign organizations and individuals to participate in electricity activities in Vietnam; create unity and synchronization in the legal system; promote investment in the energy sector in general and the electricity sector in particular to meet the needs of socio-economic development.

Therefore, Chairman of the Vietnam Petroleum Association Nguyen Quoc Thap said that for professional associations, agencies, corporations, and energy enterprises, this is an important stage to exchange arguments, assessments both in terms of law and practice, and to review and contribute opinions to the draft Electricity Law, in which policy mechanisms need to be urgently developed and submitted to the National Assembly for promulgation.

At the Seminar, representatives of the Vietnam Oil and Gas Association pointed out the urgency and legal gaps that need to be filled. On that basis, economic - energy experts and businesses raised recommendations and proposals on policy mechanisms on many issues such as: offshore wind power, renewable energy, gas power, port warehouses and LNG power... At the same time, they proposed policy mechanisms related to the development of national energy infrastructure to ensure national energy security and national economic development.

The seminar also had the participation of many press agencies and television stations, spreading information about the latest updates of the draft Law as well as comments from experts and businesses.

The recommendations and proposals at the Seminar will be a valid practical basis for the Vietnam Petroleum Association to continue to submit written contributions to the drafting agency, contributing to reviewing legal issues and perfecting the Draft Law on Electricity (amended) to meet the electricity demand for people's lives and socio-economic development, ensuring national energy security.
