Completion time is before April 25, 2025.

The Ministry of Finance shall preside over and coordinate with relevant ministries and branches to issue guidelines on the management, use and handling of assets and working headquarters of agencies, units and organizations in the political system when not organized at the district level; on the management, handover, receipt and use of assets of affiliated agencies and units before, during and after the administrative unit arrangement; on the management and handling of headquarters and surplus assets after the administrative unit arrangement. Completion date is before April 25, 2025.

The Government Office shall preside over and coordinate with relevant ministries and branches to issue guidelines on the assignment of tasks, powers, and administrative procedures from the district level to the provincial level and down to the commune level, and resolve matters related to organizations and individuals before, during, and after the arrangement of administrative units and the implementation of the two-level local government organization model. The completion date is before May 20, 2025.
