Dien Bien TV - Standing Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 758/QD-TTg promulgating the Plan for implementing the rearrangement of administrative units and building a two-tiered local government organizational model.

According to the Plan, the Ministry of Construction will preside over and coordinate with relevant ministries and agencies to issue guidelines on selecting locations, arranging office buildings, ensuring the operational conditions of People's Councils, People's Committees, and other agencies and units; and managing, using, and disposing of public housing after administrative unit reorganization. The deadline for completion is before April 25, 2025.

The Ministry of Finance , in coordination with relevant ministries and agencies, shall issue guidelines on the management, use, and disposal of assets and office buildings of agencies, units, and organizations within the political system when district-level organizations are abolished; on the management, handover, acceptance, and use of assets of subordinate agencies and units before, during, and after administrative unit restructuring; and on the management and disposal of surplus office buildings and assets after administrative unit restructuring. The deadline for completion is April 25, 2025.

The Government Office, in coordination with relevant ministries and agencies, will issue guidelines on defining the tasks, powers, and administrative procedures from the district level to the provincial level and down to the commune level, and address matters related to organizations and individuals before, during, and after the reorganization of administrative units and the implementation of the two-tiered local government model. The deadline for completion is May 20, 2025.

Simultaneously, the Deputy Prime Minister assigned the Ministry of Public Security to take the lead and coordinate with relevant ministries and agencies to issue regulations (guidelines) on the use of seals of the People's Councils and People's Committees at the commune level, and seals of organizations and enterprises... after the reorganization of commune-level administrative units. The guidelines stipulate that agencies, units, and organizations will continue to use the seals of the People's Council and People's Committee of one of the commune-level administrative units, and the seals of organizations and enterprises... before the reorganization of commune-level administrative units, without establishing district-level organizations; new seals will only be engraved or replaced after the reorganization of provincial-level administrative units. The deadline for completion is before June 30, 2025.

Regarding the implementation of the merger of provincial-level administrative units, the elimination of district-level units, the merger of commune-level units, and the establishment of a two-tiered local government system; clearly defining the tasks, powers, and responsibilities of provincial-level and commune-level governments..., the Deputy Prime Minister further assigned the Ministry of Interior to take the lead and coordinate with relevant ministries and agencies to submit the draft Law on Organization of Local Government (amended) to the National Assembly before May 5, 2025.

At the same time, before May 5, 2025, the Government Inspectorate will also preside over and coordinate with relevant ministries and agencies to submit to the National Assembly amendments and additions to the Law on Inspection, including provisions for reorganizing the inspection system.

Regarding the tasks of continuing to implement the two-tiered local government model, according to the Plan, the Ministry of Foreign Affairs will take the lead and coordinate with relevant ministries and agencies to advise on the issuance, or issue within its authority, legal documents regulating: the delineation of tasks, powers, administrative procedures, etc., associated with the maximum decentralization and delegation of power to local governments in the field of foreign affairs when organizing a two-tiered local government. The completion deadline is before June 30, 2025.

Before June 30, 2025, the Ministry of Interior, in coordination with relevant ministries and agencies, shall advise on the issuance or issue, within its authority, legal documents regulating: the delineation of tasks, powers, and administrative procedures... associated with the maximum decentralization and delegation of power to local governments in the fields of labor, employment, and social insurance... when organizing a two-tiered local government system.

Before June 30, 2025, the Ministry of Finance, in coordination with relevant ministries and agencies, shall advise on or issue, within its authority, legal documents regulating: the delineation of tasks, powers, and administrative procedures... associated with the maximum decentralization and delegation of authority to local governments in the fields of finance, planning, investment, state budget, securities, insurance, bidding... when organizing a two-tiered local government system...
