Highland communes proactively respond to storm No. 3 (Wipha)

Faced with the complicated developments of storm No. 3, which is forecast to make landfall with heavy rain and the risk of flash floods and landslides, mountainous communes in the province have urgently deployed preventive measures to ensure the safety of people's lives and property.

In Lao Chai commune, immediately after receiving information that storm No. 3 could cause widespread heavy rain, on July 21, the local government mobilized the entire political system to take action.

Comrade Dao Thi Thu Thuy, Secretary of Lao Chai Commune Party Committee, said: “As soon as we received information about storm No. 3, the commune urgently held a meeting of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, reviewed areas at high risk of landslides, and developed a prevention plan in 14 villages in the commune.”

Implementing the "4 on-site" motto, the commune government has directed villages to arrange forces on duty 24/7, ready to support people in evacuating and promptly overcoming the consequences if landslides or flash floods occur, especially clearing rocks and soil on the roads.

In Khao Mang commune, immediately after receiving instructions from the Provincial Party Committee and Provincial People's Committee on responding to storm No. 3, the commune's working groups went down to 13 villages to propagate storm prevention and control.

Mass organizations coordinate with village chiefs and prestigious people to visit each household to propagate about reinforcing houses, securing roofs, and bringing livestock and poultry to cages to minimize damage.

Mr. Lu A Khay, Hang Bla Ha A village shared: “After being informed and mobilized, we have proactively prepared for the storm. The village has also mobilized forces to be ready to rescue affected households as well as clear rocks and soil on the road leading to the village.”

Mr. Pham Tien Lam, Chairman of the People's Committee of Pung Luong Commune, said: "In addition to maintaining 24/7 forces, the commune has issued a resolution of the Party Committee, a prevention plan of the People's Committee of the commune, developed a prevention plan, and issued 3 official dispatches to urge and remind villages and households in areas at risk of landslides.

As for the areas at risk of landslides, especially in Hau De area, Ta Chi Lu village, the commune police force and the disaster prevention command board will be assigned to directly inspect. Proactively arrange human resources, machinery and equipment when a situation occurs.

The locality also established shock troops including militia, police officers, and youth union members, ready to assist in moving assets, livestock, and poultry to safety.

During these days, the communes have paid special attention to ensuring traffic and communication. Many residential areas have organized tree cutting along the road, clearing sewers, and preparing warning signs at landslide-prone and overflowing areas.

Thanks to that, up to now, inter-commune and inter-village roads have basically been ensured to be safe and ready for rescue vehicles when necessary.

Not only the government but also the people have raised their spirit of proactively responding to the storm. In Mu Cang Chai commune, 22 households in areas at risk of landslides have complied with the commune's requirements and are ready to evacuate if any situation arises.

Mr. Giang A Mang (village 3): "After the commune's propaganda and reminders, my family proactively moved valuable assets to limit damage and will relocate if there are signs of landslides."

Currently, storm No. 3 is still evolving complicatedly, with heavy rainfall forecast for the next 2-3 days. Highland communes continue to maintain 24/7 on-duty forces, increase inspections of landslide-prone areas, ensure the safety of reservoirs and irrigation dams, and proactively evacuate people when necessary.

With the proactive spirit and high responsibility of the government and people, it is hoped that the highland communes will overcome storm No. 3 safely, protect lives and property, and stabilize people's lives and production./.
