Prohibition of cross-river passenger wharf operations in emergency situations

Due to the impact of storm No. 3, the Department of Construction of Hai Phong City requested localities and construction management units to ban cross-river passenger wharf operations in case of emergency based on specific weather conditions.

Giai ferry (across Rang river connecting An Thanh commune with Ha Nam commune) will temporarily stop operating when the storm has winds of level 6 or higher.

In order to ensure the safety of people and vehicles participating in traffic before, during and after storm No. 3, the Hai Phong Department of Construction requests the People's Committees of communes and special zones to monitor and announce the ban on the operation of cross-river passenger wharves in the area under their management authority.

Cat Hai Special Zone People's Committee and Au Lac Quang Ninh Company Limited monitor and announce the ban on Gia Luan ferry terminal (connecting Tuan Chau Island, Quang Ninh Province with Cat Hai Special Zone) according to their authority.

Ferry terminal management units in the city organize to prohibit operations in case of adverse weather conditions that directly affect ferry safety or according to sudden instructions from local authorities where the ferry terminal is located until further notice of resumption of operations.

Specifically, the operation of Giai ferry (across Rang river connecting An Thanh commune with Ha Nam commune) is prohibited when the storm has wind force of level 6 or higher or flood warning is level 2 or higher.

Ban the operation of Lai Xuan ferry (crossing Da Bach river connecting Viet Khe commune of Hai Phong city with Dong Trieu ward of Quang Ninh province) when the storm has wind force of level 5 or higher.

Prohibit the operation of Duong Ao ferry (crossing Van Uc river in Kien Hung and Hung Thang communes) when the storm has winds of level 4 or higher.

Banning Dong Bai - Cai Vieng ferry (coastal area of Cat Hai special zone) when the storm has wind force of level 4 or higher, with white-capped waves with wave height from 0.8 - 1m.

When operations are prohibited, management units must securely anchor vehicles, manage and preserve equipment and vehicles to ensure safety according to regulations.

River bridge management units shall prohibit vehicles from passing through large river bridges in adverse weather conditions that may affect operational safety. Local inland waterway management units shall prepare conditions to close channels and prohibit inland waterway transport activities when instructed.
