Officials, civil servants and residents of Ho Chi Minh City benefit from a series of new policies

The Ho Chi Minh City People's Council has just passed many important policies directly related to the lives of officials, civil servants and people, focusing on improving income, housing and inclusive social security.

The series of resolutions of the Ho Chi Minh City People's Council not only focus on improving the lives of officials and civil servants, but also spread benefits to the majority of people, especially disadvantaged groups. New policies on housing support, income, vocational training, social security, health care, and education all aim at the goal of Ho Chi Minh City developing quickly and sustainably, leaving no one behind.

Retaining talent with income and housing

One of the most popular policies is housing rental support for officials, civil servants, public employees, and workers when changing their working location. This policy applies from July 1, 2025 to June 30, 2027, with support levels ranging from VND 4.8 - 10.4 million/month, depending on the working position. This is a timely solution, helping to reduce the burden of living expenses for officials and civil servants who have to work far away, especially in the context of high housing rental prices in Ho Chi Minh City.

At the same time, the additional income under the special mechanism of Resolution 98/2023 of the National Assembly continues to be maintained and expanded to the former Binh Duong and Ba Ria - Vung Tau areas. Officials and civil servants who complete their tasks well or excellently will receive additional income at a fixed rate of 3 million VND/month or up to 1.8 times the salary scale, rank, and position.

In 2025, Ho Chi Minh City decided to increase the income spending level to 1.5 times the salary scale, rank, and position. Compared to before, the beneficiaries of the policy have also been expanded to a number of agencies and contract workers. This policy not only improves the lives of officials, civil servants, and workers but also creates motivation to promote productivity, work efficiency, and properly evaluate capacity.

For some positions doing special jobs, the HCMC People's Council also has its own support policies. Specifically, village, hamlet, and area team leaders receive an allowance of 4.68 million VND/month, while militiamen receive 350,000 VND/day when there is a mobilization decision.

In the judicial field, appraisers and appraisal assistants will receive from 1 to 2.5 million VND/month, helping to ensure the quality of judicial appraisal activities, a field that plays an important role in resolving cases and litigation activities.

To avoid the situation where officials and civil servants leave the public sector when restructuring the apparatus and fall into unemployment, Ho Chi Minh City has implemented a loan package to create jobs with a maximum of 300 million VND/person, preferential interest rate (currently 6.6%/year), loan term of 10 years. When officials, civil servants and public employees leave their jobs, they can take out unsecured loans, opening up opportunities to start a business and create jobs for themselves.

In addition, retired cadres, civil servants, and non-professional workers are also entitled to vocational training policies if needed. Trainees receive support for vocational training costs according to the public service unit price, along with a meal allowance of VND 30,000/day of actual study and a travel allowance of VND 200,000/course. This is an opportunity for retired personnel to have more opportunities to reintegrate into the labor market.

Promoting education, population and welfare

Not only the public sector workforce, but also the people benefit from many policies recently approved at the thematic session of the Ho Chi Minh City People's Council, especially the disadvantaged.

The biggest highlight is the policy of developing preschool education in industrial parks and labor-intensive areas. Preschools are supported with 35-70 million VND, workers' children are subsidized with 240,000 VND/month, and preschool teachers receive an additional 1 million VND/month. This policy helps workers feel secure in their work, reduces the burden of childcare costs, and at the same time retains the teaching staff who are always facing a shortage.

In population work, Ho Chi Minh City has offered many rewards and supports to improve the low birth rate, which after the merger was 1.43 children/woman. Women who give birth to 2 children before the age of 35 receive support of 5 million VND. Poor and near-poor households, social protection beneficiaries, island communes, and special zones are supported with prenatal and newborn screening at the rate of 2 million VND.

The population collaborators are supported with 600,000 - 700,000 VND/month, and are also allowed to buy voluntary health insurance with 100% support. This is a step to improve population quality, solve the problem of low birth rate and ensure reproductive health care.

Elderly care policy

The elderly will be entitled to social pension benefits. The subsidy level of 650,000 VND/month applies to people aged 75 and over who do not have a pension, or people aged 70-75 who are poor or near-poor. This policy helps reduce the burden on families and society in caring for the elderly.

Compared to the current national average spending of 500,000 VND, the spending level in Ho Chi Minh City is 1.3 times higher, suitable for budget resources as well as the cost of living in the most expensive urban area in the country.

At the same time, the standard level of social assistance for beneficiaries, the disabled, and people with reduced working capacity was also raised to 650,000 VND/month, contributing to ensuring a minimum standard of living.

For ethnic minority students (Cham, Khmer, Cho Ro, or other ethnic groups that have just escaped poverty), Ho Chi Minh City supports tuition fees up to 60 times the basic salary for one academic year. This policy helps narrow the development gap between ethnic groups, creating more equitable learning opportunities.

In particular, young people in Ho Chi Minh City who register for military service or join the People's Police will be supported with refractive error treatment at a rate of 12.5 - 25 million VND. This is a humane solution, helping many young people with good health conditions to fulfill their military service, while also creating fairness in selection.
