Ensure stability of the organizational system for disease prevention work

Delegates highly agreed with the necessity of promulgating the Law on Disease Prevention to meet practical requirements for protecting, caring for and improving people's health in the new situation.

Commenting on the scope of regulation, National Assembly Deputy Nguyen Tam Hung noted that the draft Law has not fully mentioned the contents of disease prevention and control related to accidents and injuries, public health; proactive measures to protect and improve health and nutrition in disease prevention; and conditions to ensure disease prevention and control.

Therefore, the delegate proposed to supplement the scope of regulation in the direction: "This Law regulates the prevention and control of infectious diseases, prevention and control of non-communicable diseases, mental health disorders, accidents and injuries and other risk factors. Proactive measures to protect and improve health, nutrition in disease prevention and conditions to ensure finance, human resources, science and technology, information and communication to prevent and control diseases".

Regarding the subjects of application, delegate Nguyen Tam Hung proposed to add subjects such as organizations and Vietnamese citizens currently abroad in some special cases, for example, regulations on health declaration when entering and exiting the country to prevent, combat and control epidemics that have the risk of spreading across borders.

National Assembly member Pham Khanh Phong Lan proposed expanding the scope of disease prevention activities by including food safety and hygiene and physical activities such as sports and physical training to have a healthy lifestyle. According to the delegate, these activities are part of disease prevention work, creating a foundation for people's health.

Delegate Pham Khanh Phong Lan also said that the draft Law has not clearly defined the subjects and the implementation organization system. "Who is responsible for this disease prevention work? The draft Law only has one line that assigns it to the Government." According to the delegate, it is necessary to clearly define the organization system to ensure the stability of the disease prevention work, especially in the context of the restructuring of provincial-level administrative units and the implementation of the two-level local government model.

In addition, delegate Pham Khanh Phong Lan also suggested that there should be real priority and incentive policies for the preventive health force, such as increasing human resource training targets; having scholarship and incentive policies to attract human resources to work at health stations or places belonging to the preventive health system; ensuring the implementation of Resolution 18/2008/QH12 dated June 3, 2008 of the National Assembly on allocating at least 30% of the health budget to preventive health; researching reasonable payment mechanisms such as implementing health insurance co-payment for disease screening services, helping to reduce people's out-of-pocket costs, encouraging people to pay more attention to disease prevention.

It is necessary to increase the responsibility of local authorities and individuals in proactive disease prevention.

Regarding state management of disease prevention, Article 6 of the draft Law affirms the key role and responsibility of the Government in implementing state management of disease prevention.

However, delegate Nguyen Tam Hung emphasized that it is necessary to supplement the responsibility of local authorities at all levels in state management of disease prevention and control at the grassroots level because local authorities at the grassroots level are the frontline force in implementing disease prevention and control work.

The delegates suggested that the drafting agency consider adding “People’s Committees at all levels” to the list of entities responsible for state management of disease prevention. Accordingly, the Government specifies the responsibilities of ministries, ministerial-level agencies, and People’s Committees at all levels in performing state management tasks on disease prevention and control nationwide.

Regarding the responsibilities of individuals and organizations in disease prevention, delegate Nguyen Tam Hung proposed clarifying the responsibility for disease prevention and expanding the responsibility to support disease prevention work of officers and soldiers in the people's armed forces.

Specifically, it is proposed to amend the provisions in Clause 1, Article 7 of the draft Law in the direction: “Agencies, organizations and units of the People's Armed Forces shall proactively organize and implement activities according to the provisions of this Law. Within the scope of assigned tasks and powers, they shall be responsible for ensuring hygienic conditions, proper nutrition, primary health care and disease prevention and control for officers, soldiers, workers and other managed subjects. Closely coordinate, be ready to support the medical force and comply with and comply with the unified direction and management of competent authorities when an infectious disease epidemic or public health emergency occurs”.

In addition, delegate Nguyen Tam Hung suggested that the draft Law supplement the responsibility of individuals in proactively implementing measures to prevent and control diseases, and protect their health according to the instructions of health agencies; provide timely and honest information about the health status of themselves and their relatives when requested by competent health agencies; strictly comply with regulations and medical measures in disease prevention, control, and epidemic prevention and control.
